Journalists have learned that the capacity for the utilization and disposal of certain types of hazardous waste in Hebei Province has become excessive, and there is a phenomenon of homogenized competition. To promote the high-quality development of the hazardous waste utilization and disposal industry throughout the province and further optimize the business environment, the Department of Ecology and Environment of Hebei Province will issue the "Guiding Announcement on the Construction of Hazardous Waste Utilization and Disposal Facilities in 2024" for industry reference. It is suggested that when social capital invests in the construction of hazardous waste utilization and disposal capacity, it should rationally judge the hazardous waste utilization and disposal market in our province, fully conduct project feasibility studies and market research, and prevent investment risks. Yang Yongjie, director of the Hebei Provincial Solid Waste Pollution Prevention and Control Center, said.

It is reported that the current centralized disposal capacity of hazardous waste in Hebei Province has reached 5.3 million tons per year, and the capacity for the utilization and disposal of hazardous waste is generally in line with the amount of waste produced. All regions are constantly promoting the pilot construction of the collection of spent lead-acid batteries and hazardous waste from small and micro enterprises, effectively breaking through the "last mile" of hazardous waste collection.

According to Han Bo, director of the Solid Waste and Chemicals Division of the Hebei Provincial Department of Ecology and Environment, in order to enhance service levels, the department, in collaboration with Beijing and Tianjin, has formulated the "Pilot Work Plan for Exemption Management of 'Point-to-Point' Targeted Utilization of Hazardous Waste in the Beijing-Tianjin-Hebei Region", promoting joint construction, prevention, control and treatment, and serving the efficient utilization of hazardous waste resources in the Beijing-Tianjin-Hebei region. At the same time, actively guide the construction and improvement of the province's hazardous waste utilization and disposal capacity in terms of structural adjustment, layout optimization, technological transformation and upgrading, and industrial development, and continuously optimize the utilization and disposal capacity. Recently, the 100,000-ton fly ash utilization and disposal project of Jinyu Laishui Jidong, a national regional special hazardous waste disposal center, has started construction. Once completed, it will effectively meet the regional demand for the utilization and disposal of special hazardous waste.

It is understood that the Department of Ecology and Environment of Hebei Province adheres to precise pollution control, scientific pollution control and law-based pollution control. The capacity for the supervision and utilization and disposal of hazardous waste has been continuously enhanced. It has also been constantly improving the management system and mechanism, actively promoting the establishment of a hazardous waste supervision system with strict prevention at the source, strict management during the process and strict punishment for consequences. It has initially achieved a "one network" for environmental management information of hazardous waste. More than 30,000 enterprises involving hazardous waste in the province have been incorporated into the management of the Hebei Province Solid Waste Dynamic Information Management Platform. Electronic waybills are implemented for the transfer of hazardous waste. In 2023, the province issued 238,200 electronic waybills.
