The second phase project of Changlu New Materials, which aims to build a global high-end fluorine chemical industry chain, has started construction
On March 27th, the second phase of the fluorine-containing organic new materials industrialization project of Changlu New Materials (referred to as: Changlu New Materials Phase II Project), with a total investment of 500 million yuan, an additional production capacity of 2,072 tons per year, and an output value exceeding 400 million yuan, broke ground in the Nangang Industrial Zone of Tianjin.

Leaders from Tianjin and Binhai New Area, the head of Tianjin Bohua Group, and representatives of enterprises from the three regions of Beijing, Tianjin and Hebei jointly witnessed the implementation of this major project driven by new quality productivity and cross-domain collaborative innovation. This project vividly implements the strategic deployment of "deepening regional collaborative innovation" and "cultivating new quality productivity" at the 2025 National Two Sessions, highlighting Tianjin Bohua Group's modern chemical development concept of "high-end, high-quality and efficient, green, low-carbon and circular, digital, intelligent and smart, resilient and safe".
According to the introduction, as the vanguard of technological innovation of Tianjin Bohua Group, Changlu New Materials has been deeply engaged in the high-end fluorine chemical field since its establishment in 2015, with a cumulative R&D investment of over 100 million yuan, and has built a full-chain innovation system of "R&D - pilot production - industrialization". The hydrofluoroether synthesis technology independently developed by this group company has reached the international leading level, and the synthesis technologies of perfluoropolyether and hexafluoropropylene oxide have reached the international advanced level. It has also won the second prize of Tianjin Technological Invention Award. Up to now, the group company has obtained 129 patents, including 35 invention patents. It has also established a postdoctoral workstation and is qualified as a national high-tech enterprise and a specialized, refined, distinctive and innovative enterprise.
It is understood that the project covers a total area of 120,800 square meters in the Nangang Industrial Zone of Tianjin. The second phase of the project, with a total investment of 500 million yuan, will build two sets of hydrofluoroether plants and supporting public facilities. After reaching full production capacity, it can add an annual production capacity of 2,072 tons, with an annual output value exceeding 400 million yuan. The engineering project fully integrates the resources of the Beijing-Tianjin-Hebei region, forming a collaborative innovation ecosystem of "basic research - application development - industrial transformation".
Standing at the historical convergence point of the conclusion of the 14th Five-Year Plan and the beginning of the 15th Five-Year Plan, Changlu New Materials will take the second-phase project as a fulcrum to simultaneously advance three major strategies: Accelerate the application of laboratory achievements in thousand-ton industrialization projects, expand the application of electronic fluorinated liquids in cutting-edge scenarios such as chip manufacturing and immersion cooling in data centers, and jointly build a fluorine material innovation alliance with upstream and downstream enterprises. Take the lead in formulating 7 industry or group standards to promote the in-depth development of domestic substitution. After the project is fully completed, it will become an innovation benchmark for the high-end fluorine chemical industry in the Beijing-Tianjin-Hebei region, injecting a powerful "new quality productivity" into the high-quality development of the manufacturing industry during the "15th Five-Year Plan" period.
