The first domestic continuous production project of carbon dioxide-based new materials has been put into operation
On April 9th, the commissioning ceremony of the first phase of the 300,000-ton carbon dioxide-based polycarbonate polyol project of Hefei Puli Advanced Materials Technology Co., Ltd. was held in the Modern Coal Chemical Industry Park of Huainan, Anhui Province. As the first continuous production facility for carbon dioxide-based new materials in China, the first phase of the project has completed the construction of a production facility for 50,000 tons of carbon dioxide-based polycarbonate polyols and its supporting facilities annually. It can capture approximately 26,300 tons of carbon dioxide each year and is currently the largest carbon dioxide-based polyol facility in the world.

The total investment of the 300,000-ton carbon dioxide-based polycarbonate polyol project of Puli Materials is approximately 2 billion yuan. Once fully completed, it is expected to utilize about 180,000 tons of carbon dioxide annually, generating an estimated annual sales revenue of 7.5 billion yuan and an annual tax revenue of 300 million yuan. The first phase of the project started construction in February 2023 and was successfully fed with materials for trial operation in January 2025. It is expected to generate an annual sales revenue of 1.5 billion yuan after reaching full production capacity.
MAO Hongbing, the chairman of Puli Materials, stated that the company has positioned technological innovation and industrial upgrading as its core mission, delving deeply into the high-value-added utilization of carbon dioxide and focusing on the development of new materials such as carbon dioxide-based polycarbonate polyols (PCE), propylene carbonate (PC), and polypropylene carbonate (PPC). Among them, the carbon dioxide-based polycarbonate polyol product has a carbon dioxide content of up to 30%, featuring excellent water resistance, tensile strength, tear strength and wear resistance. It can replace traditional petroleum-based materials and has a significant cost-performance advantage over similar imported products.
A relevant official from the Huainan Municipal Government pointed out that as an important national energy base, Huainan's coal chemical industrial park has formed a complete industrial chain system covering upstream raw material collection and storage, midstream basic chemicals, and downstream deep processing. The commissioning of this project marks a crucial step forward in the development of Huainan's green, low-carbon and circular economy. In the future, Huainan will optimize the environment of its industrial parks, promote the strengthening of the basic chemical industry chain, the extension of the deep chemical industry chain, and the supplementation of the new chemical materials chain, accelerate the construction of a green and low-carbon industrial ecosystem, and focus on building a new materials industrial cluster worth hundreds of billions of yuan.
