"Carbon reduction and emission reduction" is not a new topic. The chemical industry has been making continuous efforts for several years and has achieved remarkable results. Why is it still a key topic of concern for industry representatives and committee members at this year's National Two Sessions? Because this is not only a long-term test that the chemical industry needs to deal with, but also an important handle for the green transformation of the industry. The related concepts and understandings, policy implementation points, development trends, innovative technologies and implementation measures are constantly being updated.

 

This year's "Report on the Work of the Government" clearly states that efforts should be made to coordinate industrial structure adjustment, pollution control, ecological protection and climate change response, and promote ecological priority, conservation and intensive use, and green and low-carbon development. Many representatives and committee members from the chemical industry also pointed out that high-quality development and high-level protection are not in a relationship of "you without me" or "me without you", but rather one of mutual integration, mutual support and mutual achievement. All these have sent positive signals to the industry - green transformation does not have to come at the expense of growth, and traditional industries still have room for growth, which has strengthened the industry's confidence in continuing to follow a green development path.

 

At this year's National Two Sessions, both the leaders of the competent authorities and the representatives and committee members from the chemical industry clearly stated that the era of balancing environmental protection and industrial development has arrived! More and more enterprises are meticulously calculating the utilization efficiency of every drop of oil and every gram of carbon, laying out a dual approach of new and old energy, and proactively embracing the carbon market... On the road to "carbon neutrality", countless "new possibilities" emerge every year, driving the industry to forge ahead.

 

This year, Mo Dingge, a deputy to the National People's Congress and the Party Secretary and Chairman of China National Chemical Engineering Corporation, proposed that the efficient coupling of new energy and the chemical industry based on "heat, power and hydrogen" be promoted through measures such as priority approval and green channels, to create industry demonstration green projects. Han Feng, a deputy to the National People's Congress and the executive director and party secretary of Qingdao Petrochemical Company, suggested that the state formulate medium - and long-term industrialization development plans, scientific and technological support plans and implementation plans for the utilization of carbon dioxide in the chemical industry. Liu Hanyuan, a deputy to the National People's Congress, vice chairman of the All-China Federation of Industry and Commerce and chairman of the board of directors of Tongwei Group, suggested that the state clearly stipulate that green certificates can be included in the carbon footprint calculation of products, and issue supporting usage standards to complement and verify the carbon footprint calculation standards of products that the Ministry of Ecology and Environment is promoting, and strive for international recognition.

 

Green ammonia and green hydrogen coupling, carbon capture, storage and utilization, green electricity and green certificate standards... These chemical carbon reduction technologies and standards, which were only in the experimental stage a few years ago, are now making great strides towards large-scale industrial application and cross-industry integrated development. Strengthening policy support for new forms of carbon reduction in the chemical industry, optimizing the development environment, fostering new quality productivity in the industry, and promoting the green transformation and upgrading of the chemical industry chain have naturally become hot topics at the National Two Sessions.

 

Just as Minister Huang Runqiu of the Ministry of Ecology and Environment commented on the battle against pollution on the Minister's Passage, "We cannot rest or stop. We must continue to fight it in depth." "Carbon reduction" represents a huge transformation for the chemical industry, which is based on carbon. This transformation is inevitable and there is no shortcut. But we believe that with persistent efforts and good deeds, success will come. To deal with this protracted battle, we are well-prepared and determined. "As long as the path is right, there is no fear of distance."
