The petrochemical industry urgently needs to build a new development paradigm

At present, China's chemical industry is in a critical window period of transformation and upgrading. Coupled with the cyclical adjustment of the global economy and the constraints of the "dual carbon" goals, the industry urgently needs to build a new development model. As a national-level specialized, refined, distinctive and innovative demonstration enterprise, based on industrial practice, the following suggestions are put forward

 

I. Build a modern industrial system and resolve structural contradictions

 

Under the coexistence of oversupply of traditional products and insufficient supply of emerging ones, it is necessary to establish a dual-wheel drive mechanism of dynamic regulation and innovation cultivation.

 

It is suggested that a national chemical production capacity monitoring system be established based on an industrial big data platform, and the capacity utilization rate early warning management be implemented for 18 types of bulk products such as methanol and PTA. Backward production capacity should be eliminated through market-oriented measures such as tiered electricity pricing and capacity replacement.

 

For strategic fields such as new energy materials and electronic chemicals, it is suggested to accelerate the cultivation of new quality production capacity, formulate special plans for the development of high-end chemical new materials, focus on breaking through "bottleneck" products such as electronic specialty gases, medical polymers, and proton exchange membranes, establish a new energy materials development fund of over 10 billion yuan, and support and guide the industrialization breakthroughs of solid-state battery electrolytes and hydrogen fuel cell catalytic materials.

 

Promote the coupled development of traditional coal chemical industry with green hydrogen and biomass energy, pilot flexible regulation of raw materials in demonstration bases such as western Shandong and Ningdong, and explore new paths for the coordinated development of coal deep processing and crude oil refining and chemical industry. Build "near-zero carbon" chemical industry demonstration bases in energy-rich areas and explore a new model of combined production of coal gasification and photovoltaic hydrogen production.

 

Strengthen collaborative innovation in the industrial chain and promote the full connection of the entire chain from "refining and chemical industry - new materials - terminal applications".

 

In addition, by benchmarking against international advanced levels, we will improve the standard system for high-end chemical products, establish a certification system covering performance, safety, low carbon and other dimensions, enhance the international competitiveness of domestic products, and help the industry leap from "scale expansion" to "value creation".

 

Second, improve the green and low-carbon mechanism and reshape the industrial value logic

 

At present, the "dual carbon" strategy has put forward higher requirements for traditional fields such as coal chemical industry, but the industry still faces practical problems such as unclear technical paths and high cost pressure. With the full implementation of the EU's carbon border adjustment mechanism in 2026, the export cost of China's chemical products is expected to increase by 12% to 15%.

 

It is suggested to accelerate the establishment of a full life-cycle carbon accounting system covering 200 bulk products such as olefins and aromatics, incorporate carbon emission intensity into the preconditions for project approval, and implement incentive policies such as additional export tax rebates for low-carbon products. Meanwhile, the state has formulated phased and sectoral carbon reduction roadmaps, clearly defining the promotion timetables for technologies such as the coupling of coal chemical industry with renewable energy and carbon capture and utilization, to avoid industrial fluctuations caused by a one-size-fits-all policy.

 

In view of the current situation where the industry's annual emissions exceed 5 billion tons of CO₂ equivalent, it is suggested to increase the special support for green and low-carbon technology research and development, set up national-level key research projects, focus on breaking through key technologies such as low-cost hydrogen production and the substitution of bio-based chemicals, encourage leading enterprises to take the lead in forming innovation consortia, and form a collaborative force among industry, academia, research and application

 

In addition, it is suggested to improve the carbon emission accounting and trading mechanism, explore the inclusion of the carbon footprint of chemical products in industry standards, and guide enterprises to voluntarily reduce emissions through market-oriented means, providing a long-term impetus for green transformation.

 

Iii. Strengthen innovation-driven capabilities and break through key core technologies

 

In view of the current situation where the R&D investment intensity in the industry is less than 2.5%, which is lower than the average level of 5% in developed countries, it is suggested that the Ministry of Science and Technology take the lead, with domestic backbone enterprises as the main body, and leverage the advantages of large enterprises in raw material resources, production facilities, industrial chains and R&D to strengthen the research and development of key core technologies, deepen basic research, advanced analysis and detection technology research, and the formulation and revision of material standards. Carry out industrialization demonstration of new chemical materials. The Ministry of Industry and Information Technology has organized "specialized, refined, distinctive and innovative" enterprises and key enterprises to develop in a coordinated manner, promoting the flexible and efficient advantages of small enterprises, accelerating the breakthrough of key core technologies in their areas of expertise, from raw material preparation, material synthesis to processing and application, and cultivating "unique skills".

 

In addition, it is necessary to enhance the cultivation of "new engineering" talents, establish interdisciplinary fields such as green chemical engineering and digital chemical engineering, support enterprises in jointly building training bases with research institutions, and cultivate compound talents who are proficient in both chemical engineering processes and digital technologies, providing intellectual support for transformation and filling the gap of compound talents in the industry. Attract high-end R&D talents globally, introduce international advanced experience, and deeply implement the "Peak Building Plan" for leading talents by relying on research institutes, leading enterprises and major project platforms. Make good use of the "direct express" mechanism for introducing top foreign talents, strengthen the introduction and cultivation of innovative talent teams, and lead the coordinated development of science and technology, education and industry.

 

Fourth, optimize the industrial ecosystem and release the efficiency of factor allocation

 

In the face of increasingly strict energy consumption constraints, it is suggested that pilot projects for energy consumption rights trading be carried out in chemical industrial parks, allowing enterprises to convert the energy savings generated through process innovation into tradable assets.

 

In terms of financing support, a special loan for the high-quality development of the chemical industry can be established, and enterprises implementing intelligent transformation can be offered a discount on the benchmark interest rate.

 

Promote the establishment of an industry data sharing mechanism, integrate public databases such as those for work safety and energy consumption management, break down "information silos", and enhance the operational efficiency of the entire industrial chain.

 

In addition, efforts should be made to accelerate the construction of a science and technology service system, strengthen the industrial supply of innovation achievements, build several regional science and technology markets at a high level, gather innovation resources from universities, research institutes, science and technology enterprises, service institutions, etc., create leading platforms for science and technology services, and promote the output, evaluation and application transformation of major achievements.

 

In terms of international competition, it is suggested that a fund for the construction of overseas R&D centers be established to support leading enterprises in participating in the revision of international standards such as ISO/TC61, and strive to lead the formulation of more than 15 international standards in the chemical industry during the "15th Five-Year Plan" period.

 

At present, the global chemical industry is undergoing a dual transformation of "green reshaping" and "digital reconstruction". Standing at the historical juncture of the "15th Five-Year Plan" formulation, it is suggested that the state issue the "Action Outline for High-Quality Development of the Chemical Industry", establish a cross-ministerial coordination mechanism, and comprehensively address the systemic problems in industrial upgrading.
