On November 6th, the General Office of the Sichuan Provincial Government issued the "Action Plan for Further Promoting the Development and Application of the Hydrogen Energy Industry Chain in Sichuan Province (2024-2027)" (hereinafter referred to as the "Action Plan"), proposing to strive to enter the first echelon of the country in terms of the comprehensive strength and application scale of the hydrogen energy industry by 2027. A new energy system featuring multi-energy complementarity such as hydropower, wind power, solar power, hydrogen and natural gas has been initially formed.

Four key tasks are proposed around the crucial links of the entire hydrogen energy industry chain. First, improve the full-chain layout, accelerate the cluster development of hydrogen energy equipment, and promote the construction of hydrogen source supply networks and hydrogen refueling infrastructure. Second, enrich application scenarios and accelerate the large-scale application of hydrogen energy in transportation, energy supply, energy storage, industry and other fields. Third, we should enhance scientific and technological innovation, accelerate breakthroughs in key core technologies, improve the performance of high-end hydrogen energy equipment, build high-level innovation platforms, and strengthen talent support. Fourth, establish a comprehensive management system for hydrogen energy, improve the industrial standard system, perfect the safety supervision mechanism, and enhance the intrinsic safety level of the industry.

The Action Plan proposes to support the Chengdu Plain area in building a high-level strategic emerging industry cluster of hydrogen energy with high-end hydrogen energy equipment as the core, and focus on conducting research and development innovation and industrial application in basic materials, key components, system integration, etc. Support the quality improvement and capacity expansion of key hydrogen energy industrial parks, and attract and incubate a number of major industrial projects and high-quality enterprises. Support the Panxi region in building a "hydrogen Energy Industry Demonstration city" and a "liquid Hydrogen Application demonstration Zone", and realize the industrial application of solid-state hydrogen storage and liquid hydrogen equipment. Support the northeastern and southern parts of Sichuan Province and other regions with conditions to rely on the industrial by-product hydrogen and renewable energy equipment industry to carry out the manufacturing of equipment for industrial by-product hydrogen purification, pipeline hydrogen transportation, and hydrogen production from renewable energy, and expand the hydrogen energy equipment industrial chain in a way that suits local conditions.

The Action Plan proposes that in the Yalong River, Jinsha River, Dadu River and other river basins, the abundant renewable energy of water, wind and solar power should be utilized to vigorously promote the construction of large-scale and low-cost electrolytic water hydrogen production projects and create green hydrogen supply bases. Comprehensively utilize the industrial by-product hydrogen throughout the province as an initial low-cost hydrogen source to form a multi-channel hydrogen source guarantee.

In terms of accelerating the construction of hydrogen refueling infrastructure, the Action Plan proposes that in regions with rich application scenarios such as expressways, national and provincial trunk roads, mines, industrial parks, and port terminals, a number of hydrogen refueling infrastructure facilities should be planned, laid out and renovated.

The Action Plan clearly states that efforts will be continuously made to improve the quality and expand the capacity of the "Chengdu-Chongqing Hydrogen Corridor", and green hydrogen roads such as the "Sichuan-Xizang Line", "Chengdu-Deyang-Meishan-Ziyang Metropolitan Area", "Panxi-Ya 'an-Chengdu", "Chengdu-Deyang-Mianyang-Guangzhou", "Chengdu-Ziyang-Zigong-Luzhou", and "Chengdu-Suining-Nanjing-Dazhou" will be built in batches. Expand the application of green hydrogen as a raw material in fields such as metallurgy, building materials, and chemical engineering. Support enterprises in rationally and orderly developing and utilizing green hydrogen to replace gray hydrogen. Explore and promote the integration of green hydrogen, ammonia, and alcohol, as well as hydrogen-rich metallurgy in blast furnaces, to facilitate the integration of renewable energy and the chemical industry.

In response to the main problems restricting the development of the industry, the Action Plan provides "real gold and platinum" support in multiple aspects such as mechanism guarantee, original innovation, and promotion and application.

In terms of improving mechanism guarantees, the Action Plan clearly defines the competent departments for key links in the hydrogen energy industry. The Department of Economy and Information Technology takes the lead in coordinating the development of the hydrogen energy industry throughout the province. The emergency management department and the energy department are responsible for the management of the hydrogen production link. The transportation department is responsible for the management of the hydrogen transportation link. The gas administrative department is responsible for the management of hydrogen refueling stations (including hydrogen production and refueling integrated stations).

Sichuan Province allows the construction of renewable energy-coupled hydrogen production projects outside chemical industrial parks, etc., to promote the accelerated development of the industry through a more flexible mechanism. Support the construction of hydrogen production and refueling integrated stations outside chemical industrial parks. For fixed hydrogen refueling stations and hydrogen production and refueling integrated stations with a daily hydrogen refueling capacity of 500 kilograms or more, one-time rewards of up to 2 million yuan and 5 million yuan respectively will be given at 30% of the fixed investment in the construction of a single station (excluding land costs). Support the implementation of industrial by-product hydrogen resource utilization for existing projects outside the chemical industrial park, such as ion-exchange membrane caustic soda, coke oven tail gas, and ammonia synthesis tail gas. Support cities (prefectures) with the necessary conditions to introduce measures to reduce the cost of hydrogen use, and the provincial finance will provide a reward of up to 20 million yuan per year.

In terms of supporting original innovation, the Action Plan supports research and development breakthroughs and standard formulation, accelerates the transformation of scientific and technological achievements, builds innovation platforms, and provides rewards and support for major technological breakthroughs, major first-of-a-kind (first-of-a-kind) projects, and high-level innovation platforms, to accelerate the improvement of the independent level of key core technologies in the hydrogen energy industry.

For research and development projects that achieve major technological breakthroughs, Sichuan Province will offer a one-time reward of up to 20 million yuan, which is 30% of the actual investment made by the undertaking entity in the project. Support of up to 5 million yuan will be provided to eligible technology transfer projects. For newly approved national manufacturing innovation centers and industrial innovation centers, a 1:1 matching of national support funds will be provided. For newly approved or reorganized technology innovation centers, key laboratories and engineering research centers that enter the national team, the support standard will be raised to 20 million yuan.

In terms of expanding the promotion and application, the Action Plan supports the creation of advanced application scenarios for hydrogen energy and the construction of major application projects. It offers rewards for the research and development, manufacturing, and promotion of hydrogen fuel cell vehicles and hydrogen energy equipment, and waives tolls for hydrogen fuel cell vehicles on expressways, further accelerating the large-scale application of hydrogen energy.

Sichuan Province encourages cities (prefectures) with the necessary conditions to promote the renewal of hydrogen energy equipment throughout their regions and build hydrogen energy application scenarios. For scenarios that promote the use of high-end hydrogen energy equipment and devices and build hydrogen energy monitoring platforms, a reward of up to 20 million yuan will be given to a single city (prefecture) based on 30% of the equipment investment, with the funds specifically used for scenario construction and operation, etc.

In addition, the Action Plan particularly proposes to support the establishment of a hydrogen energy industry fund, optimize the financing risk-sharing policies for hydrogen energy enterprises and projects, enhance credit support, and innovate financial methods to support the development of the industry.
