The 2025 China International Chemical Process Safety Conference opened in Yantai
On May 28th, the 2025 China International Chemical Process Safety Conference kicked off at the Yantai Baguowan International Convention and Exhibition Center. This conference, themed "Making Chemical Engineering Safer and Life Better", saw 16 domestic and foreign experts and scholars deliver keynote speeches, exchanging and sharing new concepts, technologies and achievements in chemical process safety management both at home and abroad. It is expected to further promote the application and popularization of chemical process safety management on a larger scale, in more fields and at a higher level, and continuously improve the intrinsic safety level. We will steadily promote a positive interaction between high-quality development and high-level security.

The meeting pointed out that safety management in chemical processes is an advanced and effective method for preventing and controlling major safety risks of hazardous chemicals internationally. China has introduced this management concept for several decades and released the industry standard "Guidelines for Safety Management in Chemical Processes" covering 20 management elements in 2022. More and more chemical enterprises have also accepted and enriched the concept of "process safety" in practice. However, there are still some problems in the implementation of process safety management in China's chemical industry, such as the lack of systematic consideration in relevant regulations and standards, specific management activities not being planned and implemented based on risks, the mismatch between enterprise job Settings and process safety management, the unclear allocation of safety management responsibilities among various professional departments, the generally weak capabilities of the required professional personnel, and the absence of an effective assessment mechanism.
The meeting held that the beautiful vision of safe chemical processes should be jointly realized through government-led promotion, active improvement by enterprises, and technical support from associations and groups. As the main body responsible for work safety, when enterprises carry out process safety management, they should focus on the hazardous characteristics of chemicals to prevent chemical reactions from getting out of control. Strengthen anti-corrosion management to prevent chemical leakage; Conduct strict process hazard analysis, update dynamic risks in real time, and ensure the effectiveness of the independent protection layer (IPL). Standardize operating procedures (SOP) and strengthen the management of the Work Permit system (PTW). Strictly control the entry of personnel, systematically carry out training, and enhance the job competence of employees.

Qiu Jianhui, Professor at Akita Prefectural University, Foreign academician of the Japan Academy of Engineering, and Chairman of Yantai Huangbohai Chemical Safety Development Research Institute; Zhao Dongfeng, Professor at China University of Petroleum (East China); Arturo Trujillo, Vice President of Global Process Safety at DEKRA Williams Messina, an organic peroxide safety expert from the United Nations & European Chemical Industry Association, Li Shuangcheng, the chairperson of the Responsible Care Committee of the International Chemical Manufacturers Association, Zhong Aimin, the general manager of Bureau Veritas Industrial Product Certification Center, and other experts and scholars delivered wonderful reports.
The main forum of the conference was presided over by Ling Yiqun, former vice president of China Petroleum & Chemical Corporation, Wei Lijun, vice president of China Academy of Safety Science and Technology, Professor Zhao Jinsong from Tsinghua University, and Mi Jianying, deputy director of the International Exchange and Cooperation Center of the Ministry of Emergency Management.
During the conference, five specialized training sessions were also held, covering process safety management, empowerment of functional safety engineers, risk-based equipment integrity management, safety management of energy and chemical enterprises, risk analysis and control, as well as an exhibition on safety technology and emergency equipment for hazardous chemicals. A batch of innovative solutions for emergency rescue of hazardous chemicals' safe production empowered by intelligent, information-based and unmanned technologies were showcased in a concentrated manner. On the 29th, six sub-forums will also be held. Over 70 experts and scholars will engage in specialized exchanges on themes such as the prevention and control of major safety risks, the construction of process safety management systems, intrinsic safety technologies in the chemical industry, digital intelligent equipment for safety emergency response, and AI+ chemical process safety.
It is reported that after more than ten years of efforts, the China International Conference on Chemical Process Safety has become the international conference with the largest number of participants, the widest coverage of themes and the strongest professional influence in the field of chemical safety in China. This conference was jointly organized by the China Chemical Safety Association, China University of Petroleum (East China), and the Shandong Emergency Management and Work Safety Association. Experts and scholars from emergency management departments, chemical enterprises and institutions, research institutes, consulting service agencies, as well as from the United States, France, Germany, the Netherlands, Norway, Japan and other countries attended this conference.
