According to the introduction, in August 2024, the National Development and Reform Commission issued the "Implementation Plan for the Construction of a National Green Development Demonstration Zone in Sino-Singapore Tianjin Eco-City (2024-2035)", emphasizing the introduction of innovative technologies, products and services on the basis of green industries. The Eco-City, in collaboration with a national-level consulting team, has, on the basis of thorough research and argumentation, formulated the "Green Innovation Industry Development Plan for Sino-Singapore Tianjin Eco-City (2024-2035)" (hereinafter referred to as the "Green Innovation Industry Plan"), to support the construction of the upgraded version of the national green Development demonstration zone.
The total output value of the green and low-carbon industry will exceed 250 billion yuan in 2024. The Sino-Singapore Tianjin Eco-City has strengthened innovation-driven development, and its green industry has continued to grow. Currently, it has formed a green and low-carbon industrial system dominated by intelligent technology services, cultural and health tourism, and green buildings and development. By 2024, the total output value of the green and low-carbon industry is expected to exceed 250 billion yuan.
In promoting the innovative development of the intelligent technology service industry, the Eco-City focuses on cultivating and attracting high-quality projects in industrial fields such as integrated circuits, high-end equipment manufacturing, and big data, and actively builds smart application scenarios in education, transportation, energy and other areas. As the first integrated circuit testing equipment production base in Tianjin, Huafeng Test & Control has achieved full-scale mass production. Huahuixin has completed and put into operation the first high-end optoelectronic chip R&D and production base in Tianjin. The annual production capacity of the new energy intelligent factory of FAW Toyota is 250,000 vehicles. State Grid Ruijia has filled many gaps in the field of distribution network live-line operation robots worldwide. Smart application scenarios such as smart transportation, smart education, smart communities, and smart energy are emerging at an accelerated pace.
In promoting the full-chain development of the green building and development industry, the Eco-City actively promotes prefabricated and passive buildings, continuously explores ultra-low energy consumption buildings, zero energy consumption buildings, wooden structure buildings, and modular building technologies, and has attracted and cultivated over 3,000 green building and development enterprises and institutions to settle down. A complete green building industrial chain covering the upstream, midstream and downstream of "real estate - intelligent manufacturing - energy-saving services" has been formed.
Clarify the "3+3+N" green innovation industry system. According to the "Green Innovation Industry Development Plan", the Eco-City will focus on developing three advantageous green innovation industries, actively layout three emerging green innovation industries, and accelerate the cultivation of N characteristic green innovation industries.
The three major advantages of green innovation industries mainly include cultural tourism, new energy and intelligent connected vehicles, and biological drugs and medical devices. Among them, the new energy and intelligent connected vehicle industry mainly develops the manufacturing of new energy vehicle components, vehicle manufacturing, intelligent connected systems, and smart transportation support systems. The biopharmaceutical and medical device industry mainly focuses on the development of traditional Chinese medicine, biopharmaceuticals, medical devices and nuclear medicine.
The three emerging green innovation industries mainly include green headquarters services, green energy, and green buildings. Among them, green headquarters services mainly develop headquarters economy, green financial services, green business services, and science and technology innovation services. Green energy mainly develops solar energy, hydrogen energy, wind energy, energy storage and smart grid. The main development areas of green buildings include planning and design, building energy-saving equipment, engineering construction, operation management, and monitoring and certification.
The N characteristic green innovation industries mainly include intelligent technology, high-end equipment, cold chain logistics, e-commerce live streaming, and digital economy.
