Notice on Conducting the Quality Inspection of Survey, Design and Construction Drawing Review for Housing Construction and Municipal Infrastructure Projects throughout the Province in 2025
Housing and urban-rural development authorities of all cities (prefectures), all construction units, survey and design enterprises, and construction drawing review institutions:
To further enhance the quality level of engineering investigation and design throughout the province and continuously strengthen the source control of construction project quality, in accordance with the relevant requirements of the "Regulations on Quality Management of Construction Projects", the "Regulations on the Management of Engineering Investigation and Design of Construction Projects", and the "Regulations on the Supervision of the Implementation of Compulsory Standards for Engineering Construction", Our department has decided to carry out the quality inspection of the survey, design and construction drawing review of housing construction and municipal infrastructure projects throughout the province for the year 2025. The relevant matters are hereby notified as follows
I. Inspection Scope
Housing construction and municipal infrastructure projects that have passed the review of the construction drawing review institutions in our province from January to December 2024.
Ii. Spot-check Ratio
A random selection method will be adopted to spot-check the housing construction and municipal infrastructure projects that have passed the construction drawing review in each city (prefecture). Among them, 10 projects will be selected from Chengdu, 2 projects from each of the 7 regional central cities of Mianyang, Deyang, Leshan, Luzhou, Yibin, Nanchong and Dazhou, and 1 project from each of the remaining 13 cities (prefectures). A total of 37 projects are included (Attachment 1).
Iii. Inspection Contents
(1) Construction entity. Whether necessary on-site working conditions and true, reliable original data are provided for the investigation work; Whether it explicitly or implicitly indicates that the survey and design units violate laws, regulations and engineering quality and safety standards during the survey and design process, thereby reducing the project quality; Whether the survey, design and review cycles are reasonably compressed; Whether false materials for review are provided; Whether construction drawing design documents that have not been reviewed and approved are used, and whether major design change documents are sent to the original construction drawing review institution for review.
(2) Survey and design enterprises. Whether the business is undertaken beyond the scope of the enterprise's qualifications; Whether the relevant national regulations, standards, norms and design depth provisions are implemented; Whether the survey and design documents are compiled in accordance with the project approval documents and urban and rural planning; Whether the survey and design are carried out in accordance with the approval opinions on seismic fortification of super high-rise building projects and the special review opinions on seismic fortification; Whether the design is carried out in accordance with the mandatory standards for energy conservation of civil buildings, green buildings and barrier-free design; Whether to use new technologies and new materials that have no national technical standards and have not been approved without authorization; Whether the engineering investigation and design documents are signed and sealed as required; Whether false achievement materials are provided.
(3) Construction drawing review institutions. Whether the construction drawing review is conducted beyond the scope; Whether the mandatory standards for engineering, the safety of foundation and main structure, fire safety, and civil air defense protection safety in the construction drawing design documents have been reviewed; Whether the special chapters on green building and building energy conservation design have been reviewed as required; Whether the notice of review opinion and the certificate of construction drawing review qualification are issued as required; Whether the construction drawing design documents that issue the review qualification certificate violate any laws, regulations and mandatory standards for engineering construction.
Iv. Inspection Methods
Our department organized relevant experts and staff to conduct supervision and inspection on the technical data and related approval documents of the randomly selected engineering projects.
V. Inspection Procedure
(1) Inspection stage. Before August 1st, the housing and urban-rural development authorities of each city (prefecture) must submit the relevant materials in the form of official documents to the Survey, Design and Science and Technology Division of our department in accordance with the requirements of the list of materials to be submitted (Annex 2). Any incomplete or untimely submission of materials will result in the consequences being borne by the relevant responsible entities themselves. Before September 15th, our department will organize experts to verify the materials submitted by each city (prefecture), and after forming the initial inspection results, feed them back to the housing and urban-rural development authorities of each city (prefecture).
(II) Appeal Stage. Before September 30, the housing and urban-rural development authorities of each city (prefecture) shall feed back the preliminary inspection results to the construction units, survey and design enterprises, and construction drawing review institutions. All units may submit written appeal materials if they have objections to the inspection results. The housing and urban-rural development authorities of each city (prefecture) shall collect the appeal materials and submit them uniformly to the Survey, Design and Science and Technology Division of our department.
(3) Review stage. Before November 15th, our department will organize experts to review the appeal materials and form the final inspection results.
(4) Processing Stage. Before December 31, summarize the inspection situation, issue a provical-wide notification of the problems found, and deduct points from the bad credit information of relevant units that violate the mandatory standards for engineering construction in accordance with the "Measures for Recording Bad Credit Information of Responsible Entities in the Construction Market of Sichuan Province". Where there are other illegal or irregular acts, penalties shall be imposed in accordance with laws and regulations.
Vi. Relevant Requirements
(1) Conduct municipal-level inspections. The housing and urban-rural development authorities of each city (prefecture) should, in accordance with the requirements of the "Notice of the Sichuan Provincial Department of Housing and Urban-Rural Development on Further Strengthening the Management of Construction Drawing Review for Housing Construction and Municipal Infrastructure" (Sichuan Construction Industry Regulation [2020] No. 15), refer to the provincial inspection model and independently carry out quality inspections of survey and design as well as construction drawing review at the municipal level within this year. Among them, the total number of inspected housing construction and municipal infrastructure projects should be no less than 20, and all local construction drawing review institutions should be covered. All cities (prefectures) must submit the summary of the municipal-level inspection situation in an official document to the Survey, Design and Science and Technology Division of our department before December 31.
(2) Strengthen organizational leadership. The housing and urban-rural development authorities of all cities (prefectures) should attach great importance to the quality inspection of survey and design as well as construction drawing review. They should strengthen organizational coordination, urge construction units, survey and design enterprises, and construction drawing review institutions to rectify the existing problems in accordance with the prescribed requirements, and keep the corresponding rectification materials. After the rectification is completed, they should report the rectification situation to the Survey and Design and Science and Technology Division of our department.
(3) Provide good assistance and cooperation. The inspected construction units, survey and design enterprises, and construction drawing review institutions should adhere to the principles of honesty, credit, and seeking truth from facts. They should conduct self-examination and self-correction based on the inspection content. For matters that do not meet the requirements, they should promptly rectify them on their own and actively assist and support the inspection work. They must not refuse or obstruct.
