Zhao Jungui, vice president and secretary-general of the China Petroleum and Chemical Industry Federation, introduced that this conference on high-quality development of private economy in the petrochemical industry is an important meeting held at a time when China's petrochemical industry has entered a new era of high-quality development. By the end of 2023, the number of non-public and private petrochemical and chemical enterprises in China had accounted for 90% of the total number of large-scale enterprises in the industry, and the number of employees they absorbed accounted for 80% of the total employment in the industry. Their sales revenue accounted for 60% of the total sales revenue of the industry. Without the high-quality development of private petrochemical enterprises, there would be no high-quality development of China's petroleum and chemical industry. This meeting aims to study and implement the spirit of the Third Plenary Session of the 20th Central Committee of the Communist Party of China, promote in-depth exchanges between central and state-owned enterprises and private enterprises, facilitate the in-depth integration of the petrochemical industry in the Beijing-Tianjin-Hebei region, promote stable growth, transformation, innovation and the building of a petrochemical power in the industry, guide the entire industry to unify its thinking with the decisions and plans of the Central Committee of the Communist Party of China and The State Council, stimulate the innovative drive of private entrepreneurs, strengthen confidence and take the initiative to act Accelerate the modernization of the petroleum and chemical industry and jointly promote high-quality development of the industry.

It is understood that from January to September this year, the petroleum and chemical industry achieved operating income of 12.02 trillion yuan, an increase of 3.5% year-on-year. The industry's operation has picked up and stabilized, but the decline in economic benefits has not been fundamentally reversed, still dropping by 10.2% year-on-year. The industry urgently needs to transform and upgrade for high-quality development. This conference takes guiding small and medium-sized private enterprises to develop in the direction of being specialized, refined, distinctive and innovative as its key task, presenting the first highlights in four aspects First, the "Report on the Development of Private Enterprises in China's Petroleum and Chemical Industry" was officially released for the first time, showcasing the development achievements and experiences of private enterprises in various fields of the petrochemical industry, actively analyzing the future development trends of the private economy, and simultaneously releasing the research results on the ranking of sales revenue of private enterprises in the petroleum and chemical industry in 2024. Second, for the first time, a symposium on the "15th Five-Year Plan" for the development of private enterprises in the industry was held. In-depth discussions and dialogues were conducted on the core issues and key tasks in the research of the "15th Five-Year Plan" for the development of the petrochemical industry, helping private enterprises fully understand the new situation and new opportunities for the high-quality development of the petrochemical industry and enhancing their confidence in high-quality development. Third, the first symposium on the coordinated development of the petrochemical industry association in the Beijing-Tianjin-Hebei region and the 16th National Symposium on the work of the petroleum and chemical industry were held to exchange regional coordinated development strategies, the economic operation of the industry in various provinces, and the common problems that local private enterprises urgently need to solve, actively promoting the coordinated and innovative development of the regional economy of the petrochemical industry in the Beijing-Tianjin-Hebei region and across the country. Fourth, the first development conference of the petroleum and chemical production-oriented service industry was held to further activate the internal driving force for the development of the private economy and small and medium-sized enterprises in the industry, fully utilize the opportunity of the deep integration of the service industry and the manufacturing industry, and promote the leapfrog development of the petrochemical industry.

This year marks the 40th anniversary of the establishment of the Tianjin Economic-Technological Development Area. After 40 years of unremitting efforts, Tianjin Economic-Technological Development Area has formed a "4+1" industrial system dominated by automobiles and high-end equipment, new chemical materials, new-generation information technology, medical and health care, and modern services. Its comprehensive strength has always ranked among the top in national-level development zones. As the main carrier for the high-quality development of the petrochemical industry in Tianjin and Binhai New Area and a national new industrialization demonstration base, the Nangang Industrial Zone of Tianjin Economic-Technological Development Area has entered a new stage of high-quality development and has also developed into the main battlefield for the green petrochemical industry in Tianjin. In 2024, the Nangang Industrial Zone will focus on 4 major fields and 10 sub-industrial chains, arranging and promoting over 20 projects to successively enter trial production, go into operation and reach full production capacity, with a total investment of over 70 billion yuan. In the first three quarters, the green petrochemical industry in Tianjin Economic-Technological Development Area achieved a production value of 81.63 billion yuan, accounting for nearly a quarter of the total production value of the green petrochemical industry chain in Tianjin. Meanwhile, Nangang Industrial Zone has been successfully recognized as a national high-quality development chemical industrial park and has successively been included in the national green Chemical Industrial Park and Smart Chemical Industrial Park lists.

This conference has received strong support from the Bureau of Private Economy Development of the National Development and Reform Commission and the Bureau of Small and Medium-sized Enterprises of the Ministry of Industry and Information Technology. It has invited over a thousand representatives from leading central and state-owned enterprises, top 100 private petrochemical enterprises, single-champion enterprises, specialized, refined, distinctive and innovative "little giant" enterprises, key research institutions and universities to attend.
