As of September 10th, a total of 270,000 tons of diesel have been allocated to Heilongjiang, Jilin, Liaoning and the eastern part of Inner Mongolia this month, providing sufficient "timely fuel" for the autumn harvest and fully ensuring a bountiful grain harvest.

Autumn grain output accounts for three quarters of the annual grain output and is the major part of the annual grain harvest. Recently, various regions have successively ushered in the autumn harvest season. As the most important grain-producing areas in China, Heilongjiang, Jilin and other places are accelerating the advancement of autumn agricultural production, and the Northeast region has fully entered the critical period of preparing for the autumn harvest. The Northeast Sales Department fully leveraged the functional role of the regional company, tracked and investigated the sales situation and market demand of autumn harvest oil products, accurately grasped the characteristics of climate differences and crop growth cycles in the Northeast region, optimized the operation plans of "one factory, one policy" and "one province, one policy" as well as the 5-day rolling plan, and integrated the resources of each refining and chemical enterprise, organizing resource transportation based on local conditions.

In August, the "wheat harvest" began in Heilongjiang Province, marking the start of the autumn harvest. As the main channel for the supply of refined oil products in this region, the Harbin Branch of Northeast Sales took the initiative to plan ahead, coordinating with Harbin Petrochemical Company to dynamically adjust the production structure, increase the variety of diesel products suitable for sale, and strengthen the dynamic management of all links in the production, transportation and sales of refined oil products. According to the changes in temperature and market demand, rationally arrange the product numbers and the sequence of oil blending to achieve production based on sales and promotion through production. Entering September, various grain crops such as corn, rice and soybeans in Heilongjiang region have entered the mature period. Agricultural machinery maintenance and drying yard repair work have been fully launched, driving the demand for diesel to continue to rise. The Harbin Branch of Northeast Sales has taken the lead in providing services and closely coordinated with the Heilongjiang Sales Company to accelerate the purchase and storage of diesel. Timely convey market information to refining and chemical enterprises in accordance with the progress of oil supply and the adjustment of production and distribution plans, and promote the rapid forward movement of oil resources.

Recently, fresh corn in Jilin Province has entered the harvest period. In light of the overlapping time of the maintenance of Jilin Petrochemical and the renovation of Changchun Oil Depot, the Jilin Branch of Northeast Sales has coordinated with Jilin Petrochemical, Jilin Sales, Kunlun Logistics, and the National Pipeline Network Corporation to revise and improve the joint supply guarantee plan, clarify various service guarantee measures and the responsibilities of all parties during the maintenance period, and complete the oil preparation in advance. By taking advantage of the strengths of each active distribution warehouse in Jilin Province, we will dynamically track the inventory of each active distribution warehouse in Jilin Province and the inventory at gas stations in the autumn harvest areas, coordinate with Kunlun Logistics to smooth the "green channel" for diesel, and effectively replenish diesel for the autumn harvest. For regions with high demand such as Baicheng, Songyuan and Siping, flexibly adjust the distribution methods by railway and road, and coordinate the three refineries in Heilongjiang region to organize the dispatch of resources, achieving cross-regional distribution of resources. In response to the current situation of autumn harvest in Liaoning Province, the Dalian Branch of Northeast Sales, in collaboration with Dalian Sales and Kunlun Logistics, has promptly predicted the daily oil demand plan based on the oil consumption situation in the local market of Dalian. They have also understood the vehicle transportation capacity and oil pick-up frequency, and appropriately extended the oil dispatch time according to the actual situation, ensuring that vehicles are loaded immediately upon arrival and giving priority to the delivery of oil for autumn harvest supply.
