New quality productivity is emerging, and the manufacturing industry is entering a new stage of all-round transformation of production paradigms. On April 1st, at the 2025 CCID Forum hosted by the China Center for Information Industry Development and the New Industrialization Research Center of the Ministry of Industry and Information Technology, experts attending the forum stated that promoting new industrialization will give rise to new drivers of development. Traditional industries such as petrochemicals should proactively embrace development opportunities. By stimulating the intrinsic drive for innovation within enterprises and fully leveraging the forces of artificial intelligence (AI) and standard leadership, they should constantly break through the frontiers of development to achieve the transformation of old and new growth drivers.

The differences between new industrialization and traditional industrialization lie in greenness, intelligence, service orientation and customization. The "newness" of the new type of industrialization lies in "new production factors, new efficiency and safety, new organizational forms, and new constraints".

Only by strengthening internal driving forces and cultivating new quality productive forces through independent innovation can we continuously break through the development frontier and fill the blank areas. He suggested that relevant units should improve the mechanism to stimulate the internal driving force of enterprises for innovation, promote enterprises to become the main body of innovation decision-making, R&D investment, scientific research organization and technology transfer, and fully release the innovation potential and vitality of enterprises. He also particularly mentioned that traditional industries such as petrochemicals should leverage the power of digital and intelligent technologies to accelerate the cultivation of new quality productivity.

During the forum, Zhang Xiaoyan, the vice president of the China Center for Information Industry Development, released the cooperation achievements of the New Industrial Revolution Partnership Network of the Global Development Initiative. Six sub-forums, including the International Cooperation Sub-forum and the High-level Seminar on Industrial Cooperation between China and Latin American and Caribbean Countries, the Innovation-driven Sub-forum, and the "15th Five-Year Plan" Sub-forum, were held concurrently.

The eight key theoretical research achievements of new industrialization include: "Research on the Path of Promoting New Industrialization during the '15th Five-Year Plan' Period", "Artificial Intelligence Empowering New Industrialization: Paradigm Transformation and Development Path", "Research on the Development Strategy of New Tracks for China's Future Industries", "Internationalization of China's Manufacturing Industry: Trends, Risks and Responses", and "New Quality Productivity in the Digital Economy Era: "Logic of Change and Cultivation Strategies", "Research on the Path and Countermeasures for Promoting the Deep Integration of Scientific and Technological Innovation and Industrial Innovation", "Research on the Path of New Energy Supporting the Green Transformation of Manufacturing", "Aerospace Economic Calculation System: International Experience and Chinese Solutions".

 

According to Zhang Li, the research results of "Research on the Path of Promoting New Industrialization during the 15th Five-Year Plan Period" show that during the 15th Five-Year Plan period, revolutionary technological breakthroughs will trigger intense industrial changes, the competition between China and the United States may become more intense and deadlocked, and domestic supply and demand matching, factor structure, etc. will also undergo significant changes. It is necessary to properly coordinate the four pairs of relationships: high-quality supply leading and meeting domestic demand, optimizing new increments and revitalizing existing ones, domestic roots of industries and overseas layout, and effective markets and proactive governments. We should promote the in-depth integration of scientific and technological innovation with industrial innovation, informatization with industrialization, and advanced manufacturing with production-oriented services. Taking "the construction of a modern industrial system, the creation of production and supply chains, the establishment of an innovation system, digital and intelligent transformation, green, low-carbon and circular development, the optimization of domestic and international layout, and the cultivation of first-class enterprises" as the main paths, we will fully promote the new industrialization construction during the "15th Five-Year Plan" period.

 

"Artificial Intelligence Empowering New Industrialization: Paradigm Shift and Development Path" holds that currently, DeepSeek has led China's artificial intelligence to explore a development path of "low cost and high performance". The project selected 78 key tracks for 2030 from 534 sub-tracks and further analyzed the technological trends and market status of ten key tracks, including general artificial intelligence, metaverse, 6G, clean hydrogen, low-altitude economy, commercial aerospace, atomic-level manufacturing, humanoid robots, synthetic biology, and advanced semiconductor materials.

 

The research project "Research on the Path of New Energy Supporting the Green Transformation of Manufacturing Industry" found that the supporting force of new energy for the green transformation process of manufacturing industry shows a non-linear increasing trend with the improvement of the green transformation level. The higher the degree of green transformation, the more prominent the supporting role of new energy can be highlighted. Among them, government investment and technological progress have significant promoting value. The project also proposes a "five-in-one" strategy for supporting the green development of the manufacturing industry with new energy. Through mechanism innovation, regional coordination, technological breakthroughs, supply optimization, and consumption guidance, it aims to promote the green upgrade of the manufacturing industry and move towards a low-carbon, efficient, and sustainable future.
