It was learned from a press conference held by the Information Office of the Shandong Provincial Government on March 20th that the proportion of advanced production capacity in the province's petrochemical industry exceeds 40%. Efforts are being made to have the 15 million-ton integrated refining and chemical project of Dongming Petrochemical, the upstream and downstream supporting project of Dongying Port PX, and the PX industrial chain extension project of Yulong Island approved within this year.

In recent years, Shandong has creatively planned and implemented the "top priority project" for the industrial economy, promoting the construction of a strong advanced manufacturing province to a high standard. The industrial landscape has been continuously consolidated and strengthened. In 2024, the added value of industrial enterprises above designated size increased by 8.3%, 2.5 percentage points higher than the national average. The revenue of industrial enterprises above designated size approached 12 trillion yuan, firmly ranking among the top echelon in the country. The proportion of output value of high-tech industries reached 53.32%, the energy consumption intensity of added value of industrial enterprises above designated size decreased by 7.4%, and industrial investment and industrial technological transformation investment increased by 14.7% and 10% respectively.

In 2025, Shandong Province will focus on advancing the provincial key industrial and technological transformation guidance directory projects, and continue to implement the "Thousand Projects, Hundred Billion Yuan" plan, striving to add an output value of 110 billion yuan in the first quarter and around 600 billion yuan for the whole year. Traditional industries should focus on quality improvement and renewal, intensify efforts to promote equipment renewal and technological upgrading, continuously optimize the layout of major productive forces such as steel and refining and chemical industries, and complete the task of integrating and reducing coking capacity within the prescribed time limit. We will continue to carry out the "Ten Chains, Hundred Groups, Ten Thousand Enterprises" special action well, promote over 100,000 small and medium-sized enterprises to be positioned and included in the chains, and strive to cultivate over 1,000 specialized, refined, distinctive and innovative enterprises and around 300 national single-champion and "little giant" enterprises. Four national manufacturing innovation centers will be built to high standards, and around 200 provincial-level "one enterprise, one technology" R&D centers will be newly cultivated. More than 200 R&D demands will be released throughout the year, and over 3,000 enterprise technological innovation projects will be implemented. We will intensify efforts to ensure that key industries such as petrochemicals reach their peak in an orderly manner, actively carry out energy conservation supervision and diagnosis for enterprises, and continuously reduce the energy consumption intensity per unit of added value of large-scale industrial enterprises. We will cultivate 200 provincial-level or above green factories and 15 industrial parks within the year.

Traditional industries are the strength and potential of Shandong Province's industrial development. Data shows that the proportion of advanced production capacity in key industries such as steel and petrochemicals in Shandong Province has exceeded 40%, and the proportion of production capacity in "high energy consumption and high pollution" industries that has reached the benchmark level of energy efficiency has surpassed 35%, exceeding the task target for the 14th Five-Year Plan by 5 percentage points.

Next, Shandong Province will continue to optimize the layout of major productive forces such as petrochemicals. In accordance with the overall idea of "reducing volume, consolidating small enterprises, and expanding large ones, reducing oil, increasing chemicals, and extending the industrial chain", it will do a good job in the implementation of the Qilu Petrochemical Lu Oil Lu Refining Project. Strive for the approval of the 15 million-ton integrated refining and chemical project of Dongming Petrochemical, the upstream and downstream supporting project of Dongying Port PX, and the extension project of the PX industrial chain on Yulong Island within this year. Orderly promote the integration and transfer of local refining capacity, and layout to form a petrochemical industry development pattern of "one base and two clusters".

Shandong Province will continue to promote equipment renewal in the industrial sector, striving to have the proportion of advanced production capacity in key industries exceed 60% by 2027. A total of 100 provincial-level key digital industry projects will be newly implemented, with a focus on fields such as chemical engineering, nonferrous metals, steel, and mining, to carry out large-scale scenario applications. Strengthen the innovative application of green technologies and release around 100 green and low-carbon technological achievements each year. We will steadily advance the construction of zero-carbon parks, focus on around 15 provincial-level zero-carbon park pilot projects, and actively strive to become national pilot projects.
