Ningxia: The advanced chemical materials industry aims to achieve an output value of 110 billion yuan by 2027
Recently, the Department of Industry and Information Technology of the Ningxia Hui Autonomous Region released the "Action Plan for Cultivating and Expanding the New Materials Industry Cluster in the Autonomous Region (2025-2027)". It is proposed that by 2027, the new materials industry will cultivate 6 enterprises with an output value of over 10 billion yuan, 10 enterprises with an output value of over 5 billion yuan, and 40 enterprises with an output value of over 1 billion yuan. The total output value of the new materials industry above designated size will exceed 200 billion yuan, with an average annual growth rate of about 12%. Among them, the advanced chemical materials industry aims to achieve an output value of 110 billion yuan by 2027.
The Plan proposes to build a spatial layout of "one core, two corridors and five sections" for the new materials industrial base. Among them, the "five sectors" are the photovoltaic materials industrial cluster, the chemical new materials industrial cluster, the electronic information materials industrial cluster, the high-performance metal materials industrial cluster, and the characteristic fine chemical materials industrial cluster.
The chemical new materials industrial cluster, relying on the Ningdong National Modern Coal Chemical Industry Demonstration Zone, Shizuishan Economic Development Zone, Pingluo Industrial Park and Zhongwei Industrial Park, extends and develops high-end resins, high-performance fibers and composite materials, polyurethane materials, engineering plastics, special rubbers and other products, driving the modern coal chemical industry chain to extend downstream. Integrate and develop with industries such as automobiles, textiles, aviation, and electronic information.
The characteristic fine chemical materials industrial cluster, relying on the Ningdong Base, Shizuishan Economic Development Zone, Pingluo Industrial Park, Qingtongxia Industrial Park, Taiyangshan Development Zone and Zhongwei Industrial Park, promotes the integration of characteristic fine chemicals with clean energy, light industry and textile, and biomedicine industries. Focus on developing fine chemicals such as downstream chlor-alkali chemical industry, cyanamide, intermediates for pharmaceuticals and pesticides, special coatings and dyes, flavors and fragrances, and the "three agents" in the chemical industry.
The Action Plan has clearly defined three key directions: First, to strengthen and expand advanced basic materials, including advanced chemical materials, advanced inorganic non-metallic materials, etc. The second is to optimize and refine key strategic materials. Third, make forward-looking plans to cultivate cutting-edge new materials. Among them, advanced chemical materials, relying on the industrial advantages of coal chemical, calcium carbide chemical and chlor-alkali chemical industries, vigorously develop the industrial chains of high-performance plastic and resin manufacturing, high-performance fiber and composite materials, high-end specialty chemicals and characteristic fine chemicals, promote the downstream extension and coupling of chemical intermediates, and strive to achieve an output value of 110 billion yuan by 2027.
The downstream materials of high-end olefins are built, extended and supplemented around the chain of "coal - methanol - polyethylene, polypropylene - engineering plastics, high-end resins, special rubber", promoting the development of the coal-to-olefins industry towards downstream high-end, diversified and materialized directions, and striving to build a world-class modern coal chemical industry demonstration zone.
High-performance fibers and composite materials will build and extend the industrial chain around the calcium carbide industry, cultivate and create an industrial chain of "high-performance fibers - advanced composite materials - functional components", implement the industrial cultivation project of high-performance fibers and degradable plastics, break through the large-scale, stable and low-cost preparation technology of high-performance fibers, build the "China Spandex Valley" at a high level, and create the world's largest aramid production base.
The characteristic fine chemical materials focus on the industrial chain of "calcium carbide - lime nitrogen - monocyanamide/dicyandiamide - guanidine hydrochloride, guanidine nitrate - pharmaceutical/pesticide intermediates", developing industries such as fluorosilicon materials, electronic chemicals, and chlorine-based fine chemicals. It promotes the integrated development of modern chemical industry with clean energy, light industry and textile, and biomedicine industries, and builds an industrial collaboration system with reasonable division of labor and complementary advantages.
To achieve the goals, the Action Plan has put forward five key tasks: First, to strengthen the industrial chain and consolidate the foundation for cluster development; Second, cultivate high-quality enterprises and strengthen the main bodies of cluster development; Third, accelerate transformation and upgrading to enhance the quality and efficiency of cluster development; Fourth, enhance technological innovation to stimulate the development momentum of the cluster. The fifth is to optimize the talent team and strengthen the support for cluster development.
