On the morning of November 28th, the Publicity Department of the CPC Shanxi Provincial Committee and the Information Office of the Shanxi Provincial People's Government organized and held the 23rd press conference of the series on "Promoting High-Quality Development and Deepening All-round Transformation". Zhang Guangyong, the deputy secretary of the CPC Luliang Municipal Committee and the mayor of Luliang, introduced that Luliang will accelerate the construction of a hydrogen capital worth over 100 billion yuan. The development of the hydrogen energy industry has already taken shape and its path is bright.

Zhang Guangyong pointed out that hydrogen energy, as a zero-carbon energy source, is recognized internationally as the cleanest energy. It is an important component of the future national energy system and also a significant development direction for new quality productivity. As a typical resource-based city, Luliang has unique advantages in developing the hydrogen energy industry, with abundant resources, a complete range of categories, low costs and wide application. The first is hydrogen production from coke oven gas, which is traditionally known as "grey hydrogen". The city currently has a coke production capacity of nearly 40 million tons, which is sufficient to support an annual hydrogen production of 500,000 tons. Moreover, the cost of hydrogen production is only 8 to 10 yuan per kilogram, far lower than the industry average. The second is hydrogen production from natural gas, which is known as "blue hydrogen". The proven reserves of unconventional natural gas in Luliang are approximately 2 trillion cubic meters, ranking first in the province. At present, the helium extraction and hydrogen production project from natural gas in Xing County has been completed, with an annual hydrogen production capacity of 56,000 tons. The third is hydrogen production through electrolysis of water, which is known as "green hydrogen". Xiaoyi Pengfei Group has built an electrolytic water hydrogen production project with an annual output of 1,000 tons of high-purity hydrogen by generating electricity from the waste heat of dry quenching coke. The fourth is hydrogen production through coal gasification, and we are actively promoting the implementation of signed projects. It can be said that Luliang has all four paths for the production of hydrogen energy. In addition, Luliang has over 60,000 logistics heavy-duty trucks and enjoys the advantage of rich application scenarios.

Zhang Guangyong stated that in recent years, Luliang has been leveraging its resource endowments, seizing the initiative, making strategic layouts, and seizing the high ground. It has proposed a hydrogen energy development strategy of "one body, two wings, three ports, and four chains" : "One body" means building a hydrogen capital of over 100 billion yuan in Luliang and establishing a hydrogen energy industrial base in the north. The two wings refer to relying on the two leading enterprises, Xiaoyi Pengfei and Shanxi Meijin, to drive the development of the hydrogen energy industrial cluster through market-oriented demonstrations. The "Three Ports" refer to the construction of a port for hydrogen energy supply, a port for technological research and development, and a port for equipment manufacturing. The "Four Chains" refer to the development of four major hydrogen production chains, aiming to build a complete industrial chain from hydrogen production to hydrogen refueling, then to research and development, storage and transportation, and finally to the implementation of vehicle production and the realization of application scenarios, covering "gas - station - transportation - vehicle - use". To this end, Luliang has established a working team led by three vice mayors and set up a special fund of 100 million yuan annually to promote the strong rise of the hydrogen energy industry.

At present, three achievements have been made: First, the hydrogen production capacity is the strongest in the province. It has formed a hydrogen production capacity of 130,000 tons, ranking first in the province. Second, the number of hydrogen refueling stations is the largest in the province. Eleven have been completed, accounting for half of the province's total. The third is the unique pure commercial heavy-duty truck operation scenario in the country. A hydrogen fuel cell commercial vehicle assembly line with an annual production capacity of 1,000 units has been built, and over 600 hydrogen fuel cell vehicles have been put into operation. A zero-carbon transportation route for hydrogen fuel cell heavy-duty trucks spanning 700 kilometers from Luliang to Tianjin has also been launched.

Zhang Guangyong finally emphasized that the development of the hydrogen energy industry in Luliang has already taken shape and its path is bright. Next, Luliang will accelerate the construction of a hydrogen capital worth over 100 billion yuan. It aims to achieve a hydrogen production capacity of over 500,000 tons, with the number of hydrogen fuel cell vehicles exceeding 30,000 and the total output value of the industrial chain surpassing 100 billion yuan by 2030.
