The Interim Measures for the Grading of Safety Production Standardization of Pipeline Gas Operating Enterprises in Hebei Province has been deliberated and approved at the 2nd departmental executive meeting in 2025. It is hereby issued and shall come into effect as of the date of issuance. Please strictly abide by and implement it.

Interim Measures for the Grading of Safety Production Standardization of Pipeline Gas Operating Enterprises in Hebei Province

 

Chapter One General Provisions

 

Article 1 In order to strengthen the safety management of the gas industry in our province, further standardize and promote the safety production standardization grading work of pipeline gas operation enterprises (hereinafter referred to as "standardization grading work"), in accordance with the "Regulations on Safety Production of Hebei Province", the "Regulations on Gas Management of Hebei Province" and other relevant provisions, adhering to the principle of "safety first, prevention foremost, and comprehensive governance", and in light of the actual situation in our province, This measure is formulated.

 

Article 2 This measure is applicable to the standardization grading work of pipeline gas operation enterprises within the administrative region of the entire province.

 

Article 3 The Department of Housing and Urban-Rural Development of Hebei Province is responsible for guiding and supervising the standardization grading work of pipeline gas operation enterprises within the administrative region of the province.

 

The gas management departments of cities and counties are responsible for the standardization and grading of pipeline gas operation enterprises within their respective administrative regions.

 

Article 4 Pipeline gas operation enterprises shall, in accordance with relevant laws, regulations, rules and standards, strengthen standardization construction, conduct self-assessment and apply for standardization classification in accordance with these Measures.

 

Chapter Two Classification Principles

 

Article 5 The standardization grading work shall be carried out in accordance with the "Basic Norms for Enterprise Safety Production Standardization" (GB/T33000-2016) and the "Norms for Safety Production Standardization of Urban Gas Operating Enterprises" (T/CGAS002-2017). The standardization grades are divided into level one, Level Two and Level Three, among which Level One is the highest. The review score for first-level enterprises shall not be less than 90 points. The review score for second-level enterprises shall not be lower than 75 points. The review score for a third-level enterprise shall not be lower than 60 points. Enterprises with a review score lower than 60 points are regarded as non-compliant.

 

Article 6 The standardization grading shall be subject to self-assessment by enterprises and responsibility at different levels. The standardization grading work for both the first and second levels is organized and implemented by the municipal gas management department, while that for the third level is organized and implemented by the county-level gas management department. Specific administrative tasks and technical support can be entrusted to third-party institutions with corresponding capabilities and experience for assistance.

 

Article 7 Standardization grading shall, in principle, be applied for step by step. Enterprises apply step by step from the third level upwards and report to the corresponding classification department for assessment. Enterprises that meet the following conditions may apply across levels: Enterprises that self-assess as meeting the conditions of level two or above shall be verified and approved by the county-level gas management department and then recommended and evaluated to the municipal-level gas management department.

 

Enterprises should be responsible for the authenticity and accuracy of their self-assessment. For enterprises that directly apply for grade two or above, if the assessment score is 15 points or more lower than the self-assessment score, it will be regarded as non-compliance, and they will not be allowed to apply for grading again within six months from the date of application.

 

Article 8 No fees shall be charged to enterprises for the standardization grading work.

 

Chapter Three Basic Procedures

 

Article 9 The standardization grading shall be conducted in accordance with the procedures of self-assessment, application, acceptance, review and notification.

 

(1) Self-assessment. Enterprises should independently carry out standardization construction and establish self-assessment working groups with the participation of their main responsible persons and employee representatives. In accordance with the production process and risk conditions, and by referring to the scoring table, integrate the enterprise's standards and norms into the safety production management system, ensuring full participation of all staff, and achieving systematization of safety management, standardization of job operation behaviors, intrinsic safety of equipment and facilities, and customization of working environments and tools. At least one self-assessment should be conducted each year, and a written self-assessment report should be formed. The report should be publicly displayed within the enterprise for no less than 10 working days, and any problems should be rectified in a timely manner.

 

(II) Application. Enterprises applying for classification shall submit the following materials and be responsible for their authenticity and accuracy:

 

1. Standardized Grading Application Form;

 

2. Business license of the enterprise and gas operation license;

 

3. Self-assessment Report on the Construction of Enterprise Safety production Standardization.

 

(3) Acceptance. After receiving the application for classification from an enterprise, the classification department shall make a decision on whether to accept it within three working days. If the self-assessment report of an enterprise contains errors, is incomplete or does not meet the application conditions, the classification department shall make a decision not to accept it and inform the enterprise of all the contents that need to be corrected at one time.

 

(4) Review. The department responsible for classification shall conduct the review through material examination and on-site verification, and make a decision on whether to approve the classification within 20 working days from the date of accepting the application. If a classification decision cannot be made within 20 working days, with the approval of the person in charge of the classification department, it may be extended by 10 working days, and the reasons for the extension shall be informed to the applicant.

 

The grading department should verify the application materials and the site, form a review report based on the review situation and non-conformities, etc., put forward review conclusions and grade opinions, and establish a review case file. The review case file should include the following contents:

 

1. Record and conclusion of application materials verification;

 

2. On-site review Notice (which should include review time, reviewers, etc.);

 

3. Review report, including on-site review records, evidence materials collected on-site, problem list and rectification suggestions, review conclusion and review grade opinions;

 

4. Other necessary review evidence materials.

 

(V) Notification. The grading department shall inform the enterprise in writing of the review opinions. If there are any objections to the review opinions, a written application for objection should be submitted to the grading department within 5 working days from the date of receiving the review opinion letter. The grading department shall promptly accept the application and provide a written reply within 5 working days from the date of receiving the application for objection.

 

After the review is completed, the grading department shall submit the grading results to the Department of Housing and Urban-Rural Development of Hebei Province level by level within 5 working days.

 

The classification and notification process should strictly control the scope of knowledge to ensure stable gas supply and the safe operation of gas facilities.

 

Chapter Four Requirements for Reviewers

 

Article 10 The department responsible for grading shall establish a review team and supervise the entire review process.

 

The review panel is generally an odd number of five or more members, among whom there should be no less than three gas experts. Experts participating in the review of the first and second levels should be randomly selected from the expert database at or above the municipal level.

 

Article 11 Reviewers shall be familiar with the on-site safety emergency requirements of gas enterprises, relevant laws, regulations and standard norms. And there is no interest relationship with the participating enterprises that would affect the fairness of the evaluation.

 

Article 12 Reviewers have the following rights:

 

(1) Conduct review activities within the prescribed scope and have the right to review the relevant materials of the applying enterprise and interview relevant personnel during the review period.

 

(2) If the applying enterprise fails to effectively cooperate with the on-site review or intentionally obstructs the review process, resulting in the inability to conduct the on-site review normally, the enterprise has the right to suggest terminating this review.

 

(3) To ensure the fairness of the review process, we have the right to resist any interference from any unit or individual in any way or for any reason.

 

(4) Have the right to defend against complaints and penalties;

 

(5) Have the right to receive corresponding remuneration.

 

Article 13 Reviewers shall perform the following obligations:

 

(1) Adhere to professional ethics, uphold the working principles of objectivity, fairness, scientific rigor and seeking truth from facts, and strictly carry out document review and on-site assessment activities in accordance with relevant laws, regulations, rules and standards, without issuing false or inaccurate assessment reports;

 

(2) Strive to enhance review skills and actively participate in professional knowledge and ability training;

 

(3) Before the review, proactively disclose to the review unit the interest relationship with the applying enterprise, and do not conceal any information that may affect the fairness of the review.

 

(4) Do not get involved in conflicts of interest or competition in the same industry related to the applying enterprise, and do not accept gifts or properties from units and personnel with interests related to the review work.

 

(V) Strictly abide by the commitment to impartiality and confidentiality. When conducting material review and on-site assessment, do not disclose the technical and business secrets of the applying entity, nor disclose state secrets known during the assessment process.

 

(6) Observe the order of on-site review work, carefully complete the material review and on-site review of the applying units, submit a complete on-site review report after the review is completed, and be responsible for the review conclusions made. Do not engage in activities that damage the reputation of the gas management department in the name of a reviewer;

 

(7) It is prohibited to provide paid consultation and guidance on the construction of work safety standardization to the applying enterprises under review in one's personal capacity.

 

Chapter Five: Hierarchical Application Management

 

Article 14 The gas management departments at all levels shall take the following measures to support and encourage enterprises to carry out standardization construction.

 

(1) Take the situation of enterprise standardization construction as an important basis for classified and graded supervision, and implement differentiated supervision for enterprises of different grades.

 

(2) Push enterprises of standardized grades to relevant departments and provide key guarantees and support in terms of gas source coordination and supply, project arrangement, and price adjustment.

 

Article 15 The validity period of the safety production standardization level of gas enterprises is three years. Enterprises shall reapply for classification in accordance with the procedures within 90 working days before the expiration of the validity period. For those who reapply for the original grade, in addition to the self-assessment score meeting the requirements of the corresponding grade, the following conditions must also be met:

 

(1) No fatal accidents related to production safety occurred;

 

(2) For first-level enterprises, no production safety accidents involving a total of three or more serious injuries or direct economic losses totaling 1 million yuan or more have occurred. For second-level and third-level enterprises, no production safety accidents involving a total of five or more serious injuries or direct economic losses totaling 5 million yuan or more have occurred.

 

(3) No events causing significant adverse social impacts have occurred.

 

Article 16 Where the grading department discovers that a gas enterprise that has met the standards for work safety standardization has any of the following behaviors, it shall announce the revocation of its grade:

 

(1) In the event of a fatal accident in work safety;

 

(2) Where a production safety accident occurs within 12 consecutive months, resulting in a total of three or more serious injuries or a total direct economic loss of 1 million yuan or more;

 

(3) Where an event occurs that causes significant adverse social impact;

 

(4) Delaying, omitting, concealing or misreporting production safety accidents;

 

(5) Engaging in fraud during the review process or obtaining a standardized grade through other improper means;

 

(6) Where the business license of an enterprise is cancelled or revoked, or where it no longer engages in the production and business activities of the relevant industry;

 

(7) Where there are major production safety accident hazards and rectification has not been completed within the prescribed time limit;

 

(8) Failing to operate continuously and effectively in accordance with the standardized management system, and the circumstances are serious;

 

(9) There are other acts that should revoke the enterprise's safety production standardization level as stipulated by laws, regulations and normative documents.

 

An enterprise whose safety production standardization level has been revoked may reapply for a new level one year after the revocation date.

 

Chapter VI Supervision and Management

 

Article 17 Gas management departments at all levels shall strengthen the supervision and management of review personnel, establish and improve mechanisms for daily supervision, handling of complaints and reports, credit evaluation of review personnel, handling of violations and announcement, and standardize the work of safety production standardization grading review.

 

Article 18 Gas management departments at all levels shall incorporate the work of standardization and grading into the scope of daily safety production management.

 

Article 19: Gas management departments at all levels shall intensify law enforcement inspections on enterprises that fail to meet the standards of safety production standardization or whose grades have been revoked, and subject them to key supervision.

 

Article 20 The superior gas administrative department may organize spot checks and re-examinations of the classification work of the subordinate gas administrative department. If it is found that an enterprise does not meet the assessment grade, the re-examination results shall be informed in writing to the classification department for rectification.

 

Article 21 Where it is found that the reviewers have engaged in fraud or privately disclosed relevant information during the grading process, they shall be held accountable in accordance with regulations, discipline and law.

 

Chapter Seven Supplementary Provisions

 

Article 22 The Department of Housing and Urban-Rural Development of Hebei Province is responsible for the interpretation of these Measures.

 

Article 23 This measure shall come into effect as of the date of its promulgation and remain valid for two years.
