The General Office of the Central Committee of the Communist Party of China and The General Office of the State Council have issued the "Measures for Safety Production Assessment and Inspection".
Beijing, April 29 (Xinhua) -- Recently, the General Office of the Central Committee of the Communist Party of China and The General Office of the State Council issued the "Measures for Safety Production Assessment and Inspection" (hereinafter referred to as the "Measures"), further improving the mechanism for safety production assessment and inspection and standardizing the work of safety production assessment and inspection.
The Measures clearly stipulate that in order to strictly implement the responsibility system for work safety, the Central Committee of the Communist Party of China and The State Council shall conduct work safety assessment and inspection on the Party committees and people's governments of provinces, autonomous regions and municipalities directly under the Central Government, the Party Committee and the Xinjiang Production and Construction Corps (hereinafter collectively referred to as the provincial Party committees and governments), as well as the member units of The State Council Work Safety Committee (hereinafter referred to as The State Council Work Safety Committee).
The Measures stipulate that the assessment and inspection of work safety adhere to the leadership of the Party, and uphold the principles of acting in accordance with laws and regulations, being realistic, objective and fair, and focusing on practical results. Urge local Party committees and governments, as well as member units of The State Council's Work Safety Committee, to implement the responsibilities of "shared responsibility of the Party and government, dual responsibility for one post, joint management, and accountability for dereliction of duty" in work safety, and "those in charge of an industry must be responsible for safety, those in charge of business must be responsible for safety, and those in charge of production and operation must be responsible for safety". Urge production and operation units to fulfill their primary responsibility for work safety, and promote the transformation of the work safety governance model towards prevention in advance. Effectively prevent and curb production safety accidents.
The Measures stipulate that the assessment and inspection of work safety shall be organized and coordinated by The State Council Work Safety Committee, with the Office of The State Council Work Safety Committee responsible for implementation and undertaking the daily work. According to the annual work safety assessment and inspection arrangements, a central work safety assessment and inspection team shall be established to carry out relevant work. The key points to be verified include the work situation of all regions and relevant departments in coordinating development and security, implementing safety production responsibilities, the progress of key tasks, the investigation and rectification of risks and hidden dangers, the strengthening of law-based governance, publicity, education and training, basic guarantees and the handling of accidents. The assessment and inspection are mainly carried out through working methods such as holding symposiums and inquiries, accepting letters and visits, conducting open and covert investigations, reviewing key materials, holding talks and consultations, and providing expert guidance and services. The safety production assessment and inspection carried out by provincial Party committees and governments can be extended to spot-check and verify the Party committees and governments at the prefectural and municipal levels.
The Measures emphasize that the assessment and inspection of work safety should strictly enforce political discipline and rules, and strictly implement the decisions and plans of the Central Committee of the Communist Party of China on rectifying formalism and reducing the burden on the grassroots level, as well as relevant requirements. All provincial-level Party committees and governments should, depending on the severity of the circumstances, issue public notices for supervision, handle cases in accordance with the law, hold accountable, and publicly expose typical cases and major accident hazards that have been reported and fed back during the assessment and inspection of work safety, and urge the rectification and implementation of problems and hazards. Member units of The State Council's Work Safety Committee should study and formulate policies and measures to improve and strengthen work safety. The Office of The State Council's Work Safety Committee supervises the implementation of the rectification measures following the assessment and inspection, and, in conjunction with relevant member units of The State Council's Work Safety Committee, conducts spot checks and verifications on provincial Party committees and governments.
