To further promote the entry of project information into the National Construction Market Supervision Public Service Platform (hereinafter referred to as the "National Platform") and strengthen the management of project information, the following matters are hereby notified.

1. Promote the supplementary entry of project information into the national platform. Information on projects that have been completed and accepted before the date of issuance of the "Notice of the General Office of the Ministry of Housing and Urban-Rural Development on Further Strengthening the Project Information Management of the National Construction Market Supervision Public Service Platform" (Jian Ban Shi Han [2023] No. 391) (December 29, 2023) For project-related information that has not been completed and accepted before December 29, 2023, but whose winning bid announcement, contract signing, construction drawing review completion, and construction permit issuance dates are before September 1, 2024, the deadline for supplementary entry into the national platform is June 30, 2025.

Second, optimize the information management of engineering projects. Housing and urban-rural development authorities at all levels should earnestly implement the requirements of the "Digital Housing and Urban-Rural Development" work, accelerate the sharing of project information data between the integrated work platforms for construction market supervision at all levels and the same-level engineering construction project approval management systems, the national construction worker management service information platform, the construction drawing review system, the urban construction archives management system, etc. Realize the collection and public disclosure of project information data, avoid duplicate entry by enterprises, and effectively reduce the burden on enterprises.

Housing and urban-rural development authorities at all levels should further strengthen their responsibility for reviewing project information and data, improve review efficiency, and ensure data quality. For projects where enterprises apply for the review and confirmation of project information, local housing and urban-rural development authorities at all levels should, in combination with project supervision information, urban construction archives information and project sharing information, strictly determine the data levels (A, B, C levels) and gradually push them to the national platform to ensure the authenticity, accuracy and standardization of the entered data. For construction market entities that do not require review by the competent authorities to self-record D-level project information, the entry procedures should be further simplified, and the process of pushing project information to the national platform should be accelerated. The authenticity, accuracy and standardization of project information data shall be the responsibility of the enterprises themselves.
