Notice on Strengthening Fire Safety Management at Construction Sites
Housing and Urban-Rural Development Bureaus, Urban Management Comprehensive Administrative Law Enforcement Bureaus of all cities (including Dingzhou and Xinji cities), Construction and Transportation Administration Bureau of Xiongan New Area:
To further strengthen the fire safety management at construction sites, safeguard the lives and property of the people, and maintain the stability of the construction safety production situation throughout the province, the following matters are hereby notified:
First, enhance political awareness and earnestly ensure fire safety at construction sites
Currently, it is the peak season for construction projects. The weather is dry and the materials are dry. There is an increase in hot work operations at construction sites, which makes it easy for various fire accidents to occur due to the neglect of risk prevention and safety protection. Strictly implement the national and provincial work arrangements on production safety and fire protection, and promote the implementation of all measures. We should actively urge and guide construction sites to strictly implement the fire safety responsibility system, proactively assess safety risks, tighten and solidify the main responsibility of enterprises, earnestly implement safety prevention measures, strengthen hidden danger investigation and supervision and law enforcement, firmly hold the safety bottom line, ensure fire safety at construction sites, and maintain the stability of the provincial construction safety production situation.
Second, comprehensively strengthen the management of hot work at construction sites
Housing and urban-rural development authorities at all levels should urge ongoing construction projects to strengthen the management of on-site hot work operations, strictly implement the six provisions of the "Several Measures of The State Council's Work Safety Committee on Strengthening the Safety Management of Hot Work Operations in Crowded Places" and the "Measures of the Provincial Government on Further Strengthening the Safety Management of Electric Welding Hot Work Operations in Construction Projects", and standardize the management of hot work operations. We must truly achieve the "five in place", namely: the implementation of systems in place, personnel training in place, on-site management in place, protective measures in place, and emergency response in place, and resolutely build a solid line of defense for fire safety in construction.
The first is the effective implementation of the system. Strictly implement the hot work approval system, enforce the management measures for hot work operations at the construction site, and clarify the responsibilities of the responsible departments and individuals. Hot work approval can only be carried out after being signed and approved by the project safety person in charge at the construction site. Hot work operations are approved on a case-by-case basis, and one hot work permit is only valid for one hot work operation.
Second, personnel training is in place. Strictly review the qualifications of special operation personnel. Personnel engaged in gas welding, electric welding and other operations with fire hazards at construction sites must undergo specialized training and assessment and obtain the qualification certificate for special operation personnel. Before commencing work, the project safety officer of the construction enterprise must provide a written technical briefing (including re-notification of risks) to the electric welding operators, strictly abide by the fire safety operation procedures, and strictly prohibit working without a license.
Third, on-site management is in place. Strengthen the management of hot work operation areas and implement the "six musts" for hot work operations: all flammable and explosive materials around must be cleared, and the hot work operation area must be effectively separated from other areas for fire prevention. Corresponding fire-fighting equipment must be provided and fire-fighting water supply must be guaranteed. Warning lines or safety signs must be set up on site. It is necessary to ensure that evacuation routes, safety exits and fire engine access roads are unobstructed. It is necessary to avoid overlapping with operations that pose risks of fire and explosion. Special personnel must be arranged to conduct on-site full-process supervision.
Fourth, protective measures are in place. Strengthen the management of fire use, with a focus on the management of open flame operations such as welding and metal cutting. Welding operations should adhere to the "Ten Do Not Burn" and "Ten Do Not Weld" principles. Before welding operations, flammable materials at the operation site should be cleared. A fire tray should be set up below the welding point. Gas storage tanks and their accessories should be qualified, intact and effective. Strictly implement the internal fire supervision system of the enterprise. No work shall be carried out on site without an open flame supervisor.
The fifth is that emergency response measures are in place. The construction site should formulate an emergency evacuation plan, conduct regular drills, and in the event of a fire, strictly follow the requirements of the plan to carry out firefighting and orderly organize the evacuation of personnel.
All levels of housing and urban-rural development authorities should implement the requirements of the "Notice on Strengthening Safety Management at Construction Sites" (Ji Jian Zhi An Han [2025] No. 63), and address the issues of "failure to follow the hot work approval system during hot work operations, failure to maintain a safe distance during operations, failure to provide fire-fighting equipment, and lack of dedicated supervision." "Flammable and explosive materials at the construction site were not cleared in a timely manner or classified and stored, and the storage area was not kept at a safe distance from the open flame operation area." " In such cases, they shall be dealt with in accordance with major hidden dangers and punished strictly and severely in accordance with laws and regulations such as the "Work Safety Law".
Iii. Conduct a comprehensive inspection and rectification of fire safety hazards in key areas
First, intensify the inspection of fire hazards in temporary facilities such as office areas, living quarters, and warehouses at the construction site. Strictly implement the regulations that the fire protection distance between flammable and explosive dangerous goods warehouses and ongoing construction projects should not be less than 15 meters, that between combustible material storage yards and their processing sites, fixed hot work operation sites and ongoing construction projects should not be less than 10 meters, and that between other temporary buildings and temporary facilities and ongoing construction projects should not be less than 6 meters. Strictly implement the relevant requirements for the full-chain rectification of safety hazards of building insulation materials, increase the random inspection of the quality of building insulation materials entering the site, and resolutely prevent substandard materials from entering the construction site. It is strictly prohibited to use flammable or combustible color steel plates in violation of regulations to build temporary facilities such as office areas and living areas.
The second is to strengthen the safety management of electricity usage in workers' dormitories. Regularly inspect the electricity usage in the workers' dormitories at the construction site to promptly identify and eliminate potential electrical safety hazards. The use of high-power electrical appliances is strictly prohibited. Any unauthorized connections must be resolutely prevented. It is necessary to strengthen the safety management of canteens on construction sites, urge canteens on construction sites that use bottled liquefied petroleum gas to enhance the safety management of gas usage, use qualified "stoves, pipes, valves, cylinders" and safety devices, and ensure the safe use of liquefied gas.
The third is to strengthen the management of flammable and explosive items. Focus on the management of paint, thinners, and bottled gases such as acetylene and oxygen at the construction site. Strictly enforce the regulations on the storage and use of flammable and explosive items to prevent fire or explosion accidents.
Fourth, strengthen the management of electric welding operations on building facades. When performing electric welding operations on the exterior walls of buildings, it is necessary to understand the combustion performance of the insulation materials used on the exterior walls in advance. It is strictly prohibited to carry out open flame operations on the exterior walls where flammable and combustible insulation materials are used. It is also strictly prohibited to conduct three-dimensional cross operations at the same time and place.
Fifth, we should strengthen safety control at the operation site, regularly carry out fire hazard inspections and rectifications, and immediately rectify any problems found to ensure no blind spots or dead corners. We should also strictly conduct responsibility retroactive investigations to ensure that responsibilities are assigned to individuals.
Fourth, strengthen fire emergency drills and on-duty and stand-by work
Housing and urban-rural development authorities at all levels should actively urge construction enterprises to enhance fire emergency drills. Based on the actual conditions of the construction site and its surrounding areas, they should focus on key areas such as construction hot work zones and living quarters to organize fire extinguishing drills and evacuation drills. They should continuously optimize fire safety emergency plans and effectively improve the ability of all personnel to extinguish initial fires and self-rescue. By the end of June, housing and urban-rural development authorities at all levels should urge and guide all construction sites within their jurisdiction to conduct a fire emergency drill. It is necessary to strictly implement the system of leaders taking turns on production, 24-hour duty at key positions and information reporting. For all kinds of sudden accidents and abnormal situations such as fires that occur, they should be reported in a timely and accurate manner in accordance with relevant regulations. For those who delay, conceal or misreport accident information, once verified, they will be dealt with seriously in accordance with laws and regulations.
