Notice of the General Office of the National Development and Reform Commission and Others on Doing a Good Job in the Construction of High-Quality Outdoor Sports Destinations
Development and Reform Commissions, sports administrative departments, housing and urban-rural development departments, natural resources authorities, water conservancy (water affairs) departments, and forestry and grassland authorities of all provinces, autonomous regions, municipalities directly under the Central Government, and Xinjiang Production and Construction Corps:
To implement the spirit of the Third Plenary Session of the 20th Central Committee of the Communist Party of China and the decisions and plans of the Central Committee of the Communist Party of China and The State Council, and to thoroughly carry out the relevant requirements of the "Notice of The General Office of the State Council on Forwarding the 'Guiding Opinions on Building High-Quality Outdoor Sports Destinations' of the National Development and Reform Commission and the General Administration of Sport" (Guo Ban Han [2025] No. 12, hereinafter referred to as the "Guiding Opinions"), The relevant matters concerning the construction of high-quality outdoor sports destinations are hereby notified as follows:
I. Construction Tasks
The goal requirement is to build around 100 high-quality outdoor sports destinations.
Ii. Construction Procedures
(1) Municipal planning. The people's governments of prefecture-level cities (prefectures, leagues) or directly governed counties by the provincial government that are proactive are the construction entities and are responsible for the construction of high-quality outdoor sports destinations. Relying on the high-quality and distinctive outdoor sports resources of the region, highlighting the advantageous outdoor sports projects, the spatial layout and boundary scope of high-quality outdoor sports destinations should be reasonably determined (in principle, not crossing the administrative regions of prefecture-level cities), and the construction plan for high-quality outdoor sports destinations should be organized and compiled (the compilation requirements and reference outline are detailed in the attachment).
(2) Intra-provincial recommendation. Provincial people's governments shall guide regions with the necessary conditions to carry out the construction of high-quality outdoor sports destinations. The development and reform commissions and sports administrative departments of each province (autonomous region, municipality) shall, in conjunction with relevant departments, organize and carry out the recommendation work. After obtaining the consent of the provincial people's government, they shall select the best candidates to determine the recommended list.
(3) National review. The relevant departments such as the National Development and Reform Commission, the General Administration of Sport, the Ministry of Housing and Urban-Rural Development, the Ministry of Natural Resources, the Ministry of Water Resources, and the National Forestry and Grassland Administration organized expert joint reviews of the materials submitted by various regions and conducted joint departmental evaluations to determine the list of high-quality outdoor sports destinations for construction.
(4) Construction and Implementation. For regions included in the list of high-quality outdoor sports destinations for construction, the municipal-level people's governments should assume the main responsibility for construction, establish working mechanisms, clarify overall and annual construction goals, strengthen the guarantee of elements such as land, funds and policies, improve sustainable management, operation and maintenance mechanisms, clarify management and operation plans, strengthen enterprise cultivation, and guide social forces to participate We must earnestly implement all tasks related to the construction of a high-quality outdoor sports destination.
(V) Policy Support. The National Development and Reform Commission and the General Administration of Sport guide regions building high-quality outdoor sports destinations to plan projects and actively support eligible projects through channels such as central budgetary investment. The General Administration of Sport and other relevant departments have improved the standard system for outdoor sports. Departments such as natural resources, water conservancy, and forestry and grassland have, in accordance with laws and regulations, optimized the approval processes for environmental impact assessment, occupation of forest land and grassland, and matters related to rivers and lakes.
(6) Summary and Promotion. The National Development and Reform Commission, the General Administration of Sport and other departments track the progress of the construction of high-quality outdoor sports destinations, summarize and assess the construction achievements, implement dynamic management of the construction areas, and carry out experience exchange activities in a timely manner to promote typical experiences and practices.
Iii. Construction Conditions
The construction areas of high-quality outdoor sports destinations should meet the following conditions:
(1) It has a solid foundation for economic and social development, distinctive natural resource endowments that are suitable for the development of outdoor sports, a foundation and experience for the development of outdoor sports, as well as a market environment, carrying capacity, personnel conditions and technical support that can promote the development of the outdoor sports industry.
(2) It has the enthusiasm for developing outdoor sports, establishes a working mechanism with the government taking responsibility and multiple departments collaborating, includes the construction of outdoor sports destinations in the government's work agenda, incorporates it into the annual key project list, and has a clear construction idea and specific policy measures.
(3) It has a broad space for the development of outdoor sports, with convenient transportation, complete facilities, high-quality services and a rich variety of events. It can attract extensive participation from home and abroad through the construction of high-quality outdoor sports destinations and provide referential experience for the whole country.
(4) The local fiscal situation should be stable, capable of supporting project construction and subsequent operation, ensuring the smooth flow of funds during the construction process, avoiding any impact on construction progress due to financial issues, and preventing the risk of new hidden debts. It is strictly prohibited to use the construction of outdoor sports destinations as "political achievement projects" or "new image projects".
Iv. Work Requirements
(1) Provincial development and reform commissions and sports administrative departments should, in conjunction with relevant departments, carefully carry out the recommendation work in accordance with the "Guiding Opinions" and the requirements of this notice, taking into account factors such as the endowment of outdoor sports resources, development foundation, spatial layout, and project construction conditions. The construction area should accelerate the formulation of a high-quality implementation plan for the construction of outdoor sports destinations, ensuring that the materials are true, complete and accurate, and complete all tasks with high quality in accordance with the set time nodes.
(2) After obtaining the consent of the provincial people's government, the provincial development and reform commission and the sports administrative department shall jointly submit the first batch of recommended lists (in principle, no more than 4 for each province and sorted by priority) and the construction plans of the corresponding regions to the National Development and Reform Commission and the General Administration of Sport before July 15, 2025.
