Notice of the General Office of the Ministry of Housing and Urban-Rural Development on Carrying Out Key Rectification of Quality Problems in Urban Residential Engineering

Housing and Urban-Rural Development Departments of all provinces and autonomous regions, Housing and Urban-Rural Development (Management) Commissions of all municipalities directly under the Central Government, Housing and Urban-Rural Development Bureau of Xinjiang Production and Construction Corps:

 

To thoroughly implement the relevant decisions and plans of the Central Committee of the Communist Party of China and The State Council, effectively enhance the quality level of residential projects, and continuously meet the people's new expectations for high-quality residences, the Ministry of Housing and Urban-Rural Development will focus on quality issues such as sound insulation, odor mixing, and leakage in urban residential projects, and carry out key rectification. The relevant matters are hereby notified as follows.

 

1. Strictly implement the requirements of standards and norms. New residential projects must comply with the new standards

 

All regions should urge the participating construction units to strictly implement the mandatory standards for engineering construction. Design units are not allowed to lower design standards in a disguised way under the guise of "optimized design", and construction units are strictly prohibited from constructing in violation of construction technical standards. From the date of implementation of the "Code for Residential Projects" GB 55038-2025, new residential projects must be strictly carried out in accordance with the new standards. All regions should fully implement the standards and regulations on sound insulation, odor prevention and waterproofing for residential buildings, and refine the relevant technical measures and requirements in light of their actual conditions.

 

Second, strictly review the construction drawing design documents, and take sound insulation, odor prevention and waterproofing as key points of review

 

All regions should urge construction units to promptly submit the construction drawing design documents of residential projects to relevant institutions for review, and guide the review institutions to take the design of sound insulation, odor prevention and waterproofing of residential buildings as key points of review. Residential sound insulation should pay attention to both active noise reduction and passive sound insulation design measures. To prevent cross-contamination of odors in residences, it is necessary to pay attention to whether detailed designs have been made for parts such as floor drains, exhaust ducts, and trap bends of drainage pipes. Residential waterproofing should follow the principle of "combining prevention and drainage, with drainage taking priority", and pay attention to whether the drainage and waterproofing measures are complete. Supervision should be strengthened. Participating construction units are not allowed to modify the construction drawings that have been reviewed and approved without authorization. If modification is indeed necessary, it should be submitted to the original review institution for review in accordance with the regulations.

 

Third, strictly control the inspection of materials upon their entry to the site, and resolutely prevent inferior "engineering Windows" and floor drains and other building materials from entering construction sites

 

All regions must strictly implement the system of inspecting building materials before use, intensify supervision and inspection efforts, encourage testing institutions to take samples at construction sites, ensure the randomness and representativeness of the samples, and strictly prohibit false sampling and sample delivery. Guide the participating construction units to appropriately increase the proportion of random inspections of key materials such as doors and Windows, floor drains, and waterproofing membranes. If there are non-conformities, further expand the scope of random inspections. For exterior Windows, the key points to be inspected include the diagonal dimensions, the wall thickness of the main profiles, the thickness of the glass, air tightness, water tightness, wind pressure resistance performance, etc. The key inspection points for floor drains include the material, water seal depth, and sealing structure, etc. Those that fail the inspection should be removed from the construction site in accordance with regulations.

 

4. Conduct physical performance tests and incorporate the test results into the residential quality guarantee

 

All regions should urge the construction units to organize physical performance tests such as sound insulation, odor prevention and waterproofing before the completion and acceptance of residential projects. The sound insulation performance testing of residential buildings focuses on the airborne sounds of doors, Windows and partition walls, as well as the impact sounds of floor slabs. After the installation of the flue duct system is completed, performance tests such as air tightness, ventilation power and wind cap wind protection on the roof should be conducted. Residential waterproofing requires both waterproofing and drainage tests. Urge the construction unit to incorporate the test results into the "Residential Quality Guarantee Letter".

 

V. Organize full-chain supervision and inspection, and severely punish and impose heavy penalties on enterprises that violate regulations and lose credibility in accordance with the law

 

All regions should organize and carry out full-chain supervision and inspection of the design, materials, construction and acceptance of new residential projects, and promptly report any problems found. Strengthen credit management and on-site market linkage. For units and individuals who are ordered to completely suspend work due to quality accidents or serious quality problems, as well as those who cut corners or do not follow the drawings in construction, they should be seriously investigated and exposed in accordance with the law. Intensify penalties such as qualification and practice restrictions, and strengthen credit punishment in accordance with laws and regulations. Implement market entry bans.

 

All regions should strengthen organizational leadership, solidify local responsibilities, make arrangements for key rectification based on local conditions, and conduct regular dispatches and steady progress. It is necessary to enhance technological support, organize expert teams, conduct in-depth analysis of the causes of residential quality problems in the region, and on the basis of collecting practical and beneficial technologies for the people, remove the bottlenecks in the implementation of these technologies and guide enterprises to practice and promote them. We should establish the concept that "delivery is qualified", actively publicize good experiences and practices during the rectification process, and truly create a favorable social atmosphere for providing high-quality housing to the people.
