To thoroughly implement the spirit of documents such as the "National Standardization Development Outline" and the "Opinions on Promoting the Standardized and High-Quality Development of Group Standards", summarize and exchange experiences in group standard work, and promote the high-quality development of association standards, on April 29th, the 2025 Annual Group Standard Management Work Conference of the China Association for Engineering Consulting was held in Beijing in a hybrid format of online and offline. Wang Ziniu, vice chairman of the China Association of Survey, Design and Consulting, attended the on-site meeting and delivered a speech. Shen Xiaoke, chairman of the supervisory board of the China Association of Survey, Design and Consulting, attended the meeting. Wang Yi, executive vice secretary-general of the China Association of Survey, Design and Consulting, presided over the meeting. More than 200 people, including the heads of standard work from various branches of the association and the main compiling units of the association's group standards, attended the meeting.

Wang Ziniu pointed out in his speech that carrying out the construction of group standards is a long-term task for the association, which is of profound significance and heavy responsibility. From the perspective of industry development, he put forward three requirements for the construction of association group standards. First, it is necessary to fully recognize the significant meaning and value of group standards. The main functions of association group standards include ensuring the quality of products and services, promoting technological exchanges and cooperation, enhancing production efficiency, safeguarding safety and environmental protection, and regulating market order. It is hoped that all the group standards issued by the association in the future will play a positive role in influencing and promoting the development of the industry. Second, the formulation of group standards requires the establishment and improvement of a management system. The formulation of group standards is a complex systematic project, which requires a scientific management system to ensure that the quality and level reach the expected goals. In accordance with the "Comprehensive Performance Evaluation Index System for Group Standard Organizations" issued by the Standardization Administration of the People's Republic of China, the association has revised relevant system documents such as the management measures and detailed implementation rules, and improved the top-level design of standardization work. Association group standards should establish a working mechanism that prioritizes promotion. When a standard project is initiated, the application path should be planned simultaneously. Go deep into the front line of standard application and eliminate the last mile of implementation through demonstration projects, exchanges, training and other means. Thirdly, the association's group standards should serve the development of the industry. The year 2025 marks the year of laying out the next five-year plan and is a crucial stage for the industry's transformation towards digitalization, greenness and intelligence. It is necessary to focus on key areas for layout and ensure implementation. The main reliance will be on the standardization committee, the leading department and the leading unit to play their respective functional roles and develop in a coordinated manner. He also emphasized that in the next stage, the focus of the association's group standard work should not only deepen market application but also promote the in-depth integration of standards with industries. It is also necessary to establish typical cases to play a leading and exemplary role. The association should gradually incorporate group standards into the brand-new system of the survey and design industry, establish cases of demonstration projects, and enhance the efficiency of demonstration through exchange activities.

Wang Yi made a report on the association's work on group standards, interpreted the "Comprehensive Performance Evaluation Index System for Group Standard Organizations" issued by the Standardization Administration of the People's Republic of China, and introduced the situation of the association's self-evaluation work. It explained the "Regulations on the Management of Group Standards" (Guo Ban Wei Lian [2019] No. 1) and the "Measures for the Management of Group Standards of the China Association of Survey, Design and Consulting" (Zhong She Xie Zi [2025] No. 15), as well as the requirements of the National Group Standards Information Platform and the Ministry of Housing and Urban-Rural Development for sorting out the current standards. It also put forward specific requirements for the content and progress management of the association's group standard work in 2025.

Feng Haiyue, the secretary-general of the Standardization Work Committee of the China Association of Surveying, Design and Consulting, reported on the work arrangements and priorities for the group standards in 2025. He pointed out that each branch should complete the application for the formulation and revision of the association's group standards in 2025 as required. He also introduced the classification and progress of the existing standards, emphasizing the control of important process nodes in standard management and related precautions.

During the meeting, the participants exchanged their understanding of the classification and definition of group standards and discussed the origin and development of the standard format. Representatives from each branch introduced the situation of group standard work based on their actual work, put forward extensive opinions and suggestions on the management of group standards, and reached a consensus on improving the organizational construction of group standards and doing a good job in sorting out the current group standards.
