The Forum on "Going Global" of Enterprises in the Beijing-Tianjin-Hebei Region and Innovation of International Business Environment has come to an end
On May 28th, the "Synergistic Empowerment and Global Linkage" Forum on "Going Global" and International Business Environment Innovation for Enterprises in Beijing-Tianjin-Hebei Region was successfully held in Tianjin Economic-Technological Development Area. The event was guided by the Tianjin Municipal Bureau of Commerce, the Tianjin Municipal Civil Affairs Bureau, the Management Committee of Tianjin Economic-Technological Development Area and other units, and hosted by Tianjin TEDA One-Stop Overseas Service Center.

According to the introduction, Tianjin Economic-Technological Development Area has been committed to promoting the high-quality development of industrial activities such as petrochemicals, new energy and new materials, and intelligent manufacturing. This event brought together nearly 200 representatives from relevant industry associations and enterprises in the governments of Beijing, Tianjin and Hebei, international institutions, focusing on the coordinated innovation of the Beijing-Tianjin-Hebei region and the global industrial chain layout. Through the release of five distinctive overseas service products, the launch of the "One Alliance and Three Bases", special topic sharing by guests, and the signing of four batches of cooperation agreements, strong impetus has been injected into the "high-quality going global" of enterprises in the Beijing-Tianjin-Hebei region.
At this forum, the China North (TEDA) One-Stop Overseas Service Base (hereinafter referred to as the Overseas Service Base) released five overseas service products: The "Blue Book on Legal Comparison of Key Countries" focuses on key markets for overseas investment. Through precise comparison of legal provisions and case interpretation, it helps enterprises avoid compliance risks and build a solid "safety barrier" for overseas expansion. The "1T3C Human Resources Landing Service Plan for Chinese Enterprises Going Global" helps enterprises build international teams and provides a full-chain solution from cross-cultural talent recruitment to localized management strategies, ensuring that the "talent localization" strategy truly takes root and thrives. The "Cross-border Trade Facilitation Service Package" helps enterprises break through trade barriers and achieve "fast document processing and smooth goods flow" through policy interpretation, customs clearance practices and the application of digital tools. The launch ceremony of the "Beijing-Tianjin-Hebei Digital Overseas Expansion Service Alliance" was held on the spot, and the "Three Bases" for cultivating cross-border digital economy talents were jointly unveiled by Foreign Language Teaching and Research Online, Alibaba Cloud, JD Technology, Hangzhou Arc Mi Technology, Jiebo Co., LTD., and the Tianjin Intelligent Manufacturing Equipment Association. Zhou Liangliang, deputy secretary-general of the Overseas Service Base, said that the launch of the "One Alliance and Three Bases" marks a comprehensive upgrade of the international service system in the Beijing-Tianjin-Hebei region. Among them, the Beijing-Tianjin-Hebei Digital Overseas Expansion Service Alliance is committed to providing enterprises with digital transformation and cross-border resource connection services.
To introduce the top wisdom in the industry and further enhance professional standards and service quality, the overseas service base has initially established an expert database in the early stage. Nearly a hundred experts can provide various professional service supports for the overseas service base. The forum held the appointment ceremony for the first batch of experts in the overseas expansion think tank. Seventeen experts and scholars, including Cui Zhaohua, deputy director of the Cross-border E-commerce and Logistics Committee of the China International Trade Association, were awarded the certificates of overseas expansion service base think tank experts on the spot. Experts from relevant enterprises in Beijing and Tianjin Binhai New Area shared their strategic insights on the international business environment and practical experience in the layout of the global industrial chain on the spot.
At the event site, multiple rounds of signing ceremonies were held. The Cross-border E-commerce and Logistics Specialized Committee of the China Association of International Trade, the Tianjin High-tech Enterprise Technology Association, the Hebei Credit Association and other business associations from Beijing, Tianjin and Hebei signed strategic agreements with the Government Service Office of the Economic Development Zone, aiming to create a 2.0 version of the "Association matrix" of the business Welcoming center that is broader in scope, deeper in level and more meaningful. A group of high-quality enterprises from Beijing, Hebei and other regions in the Beijing-Tianjin-Hebei area have joined hands with the Tianjin TEDA Overseas Service Base to enjoy full-chain resources and professional services including policies, talents, laws and trade, and forge ahead to achieve high-quality overseas expansion. Overseas industrial parks such as the China-Egypt TEDA Suez Economic and Trade Cooperation Zone, the China-Belarus Industrial Park, and the Cambodia-China Comprehensive Investment and Development Pilot Zone, as well as overseas institutions like Boman (Tianjin) Investment Co., Ltd. and Vietnam Quan Xing Consulting Management Co., LTD., have signed agreements with overseas service bases. Eleven "overseas workstations" are about to be established.
After the main forum, three parallel sub-forums were held simultaneously, focusing on themes such as the member states of the Shanghai Cooperation Organization, key ASEAN countries, digital trade between China and Egypt, and the cultivation of cross-border digital economy talents. Business representatives, industrial parks and NGO organizations from Belarus, Uzbekistan, Russia, Vietnam, Cambodia and other countries held dialogues with Chinese enterprises such as Tianjin Boyi Pneumatic, Wangyuan Technology and Jingwei Medical Devices. They shared practical experiences on themes such as economic and trade cooperation, industrial investment, policy preferences and cross-border services, and promoted the industrial planning and development models of the parks. Many entrepreneurs, experts and scholars, including Beijing Foreign Language Teaching and Research Online, JD Technology, Alibaba Cloud, Tianjin Intelligent Manufacturing Equipment Association, and Jiebo Co., LTD., had in-depth discussions with enterprises on the pain points of talents for enterprises going global and the full-chain service solutions, and reached multiple cooperation intentions.
Zhang Xue, the director of TEDA One-Stop Overseas Service Center, said that the overseas base will focus on three major directions in the future: First, we will build a dual-track service network of "overseas + domestic". Second, we will create an "ecosystem alliance for talent protection". Third, we will innovate a full-cycle overseas service system, breaking down the process of enterprises going global into five major stages: "navigation planning, setting sail and laying the foundation, assisting in navigation and overcoming difficulties, safeguarding and defending, and returning and giving back". We will provide 104 standardized services covering country risk assessment, data compliance transformation, ESG risk control, etc.
In the future, the China North (TEDA) One-stop Overseas Service Base will continue to optimize its service ecosystem, leverage its collaborative strength to connect the world, jointly write a glorious chapter for enterprises in the Beijing-Tianjin-Hebei region to go global, and contribute regional strength to high-level opening up to the outside world.
