Recently, nine departments including the Ministry of Industry and Information Technology jointly issued the "Implementation Plan for the Innovative Development of the Fine Chemical Industry (2024-2027)" (hereinafter referred to as the "Implementation Plan"). The Implementation Plan focuses on developing key products, refining key technologies, strengthening key enterprises and optimizing key parks, and has set the development goals for the fine chemical industry in 2027. The Implementation Plan focuses on enhancing effective supply capacity, transforming safety and environmental protection technologies, improving the innovation system, strengthening enterprises and cultivating talents, optimizing industrial layout and improving the development environment, and clearly defines six key actions to be implemented. The Implementation Plan is clear in its goals, highlights key points and has a clear train of thought, providing a direction and path for the high-quality development of China's fine chemical industry.

Hebei Province attaches great importance to the development of the fine chemical industry. After years of continuous efforts, it has formed a relatively solid industrial foundation and cultivated a number of leading and backbone enterprises in the industry. The output of cyanide series products, abamectin, spiranethyl ester, glycine, sebacic acid, DSD acid, nitrogen trifluoride and other products ranks among the top in China. Considerable progress has been made in the development of fine chemical industrial parks such as Cangzhou Lingang Economic and Technological Development Zone.

Next, Hebei will earnestly implement the requirements of the "Guiding Opinions on Promoting High-Quality Development of the Petrochemical and Chemical Industry during the 14th Five-Year Plan Period" and the "Implementation Plan", and in combination with the six major actions proposed in the "Implementation Plan", vigorously develop the fine chemical industry.

The first is to establish and improve the statistical system. To give full play to the bridging and linking role of the association and promote the high-quality development of the fine chemical industry, Hebei established the Fine Chemical Industry Association, carried out research on the fine chemical industry, and determined the catalogue of the fine chemical industry in Hebei Province. Conduct a thorough analysis of the operation of the fine chemical industry, promptly identify existing problems in the industry, and provide references for the development of the industry and government decision-making.

The second is to strengthen advantageous industries. Give full play to the industrial advantages of the Beijing-Tianjin-Hebei region, take the market as the driving force, focus on the demands of new energy, electronic information, biomedicine, energy conservation and environmental protection and other industries, and accelerate the development of special intermediates, electronic chemicals, special coatings, water treatment agents and other products.

The third is to build characteristic parks. With the focus on promoting the standardization and improvement of the industrial parks, we will continue to carry out self-assessment of the recognized chemical industrial parks, provincial evaluation and re-examination, as well as the safety rectification and improvement work of the "Ten Haves and Two Prohibitions". Organize expert visits to the park to provide precise guidance on the standardization and improvement of the park. Actively carry out industrial chain investment promotion, enhance industrial correlation, and promote the development of a circular economy. Promote the differentiated development of the parks and build a number of characteristic fine chemical parks mainly focusing on new energy materials, electronic chemicals, coatings, pesticides and surfactants.

Fourth, promote the extension of the industrial chain. The petrochemical industry has launched the "reduce oil and increase chemicals" campaign, adjusting the product structure, extending the industrial chain, and promoting the implementation of transformation and upgrading projects in major refineries within the province. The coal chemical industry has launched the "Coking Chain Extension" initiative, relying on the advantages of the coking industry to strengthen the methanol and coal tar industrial chains, enhance the deep processing capacity of coal tar, and develop naphthalene, anthracene, phthalic anhydride, acetic acid, high-quality carbon black, etc. Promote the extension of caprolactam to polyamide and spandex, TDI to polyurethane and spandex, maleic anhydride and phthalic anhydride to unsaturated resins, and propylene to acrylonitrile, ABS resin and polyacrylonitrile.

The fifth is to promote the innovative development of industries. Support the construction of pilot projects and pilot bases for fine chemicals, and promote the industrialization of research and development achievements. Carry out the application of microchannel and continuous production technologies in fine chemicals, promote the construction of a fine chemical reaction heat assessment center, and facilitate safe, green and efficient development.

Sixth, cultivate and strengthen the main body of enterprises. Guide key enterprises to make good development plans, support them to grow and expand through various means such as going public, mergers and acquisitions, and technological cooperation, and cultivate a number of leading enterprises with strong driving capabilities, significant industrial influence, and market discourse power. Encourage small and medium-sized enterprises to follow the path of "specialization, refinement, uniqueness and innovation", and cultivate a number of industry "little giants" and single-champion enterprises.
