Since the full-scale commencement of the Huajin Amei Fine Chemicals and Raw Materials Engineering Project in March 2023, after two years of hard work by all the builders, a new chemical city is taking shape along the coast of the Bohai Sea.

 

Standing at a historical juncture, we freeze and look back on every detail of the project construction. Every effort is solid and every harvest is hard-won, and every hope is full of strength. From the meticulous design to the precise control of comprehensive procurement, from the strict supervision of safety and quality to the deeply rooted integrity building, all the builders have bravely shouldered their missions and forged ahead. They have trudled through the mud and braved the wind and snow, with sweat as ink and hard work as pen, writing the solid trajectory of the Huajin Group, this petrochemical giant ship, forging ahead through thorns and waves.

 

Anchor the goal and target the three main lines for targeted efforts

 

There are no bystanders or outsiders in project construction. Everyone is a participant and contributor. The advancement of each main line embodies the wisdom and hard work of the builders. Every breakthrough in a difficult situation bears witness to the power and determination of teamwork.

 

 

 

Over the past two years, nearly 20,000 builders have been unwavering in their ideals and beliefs, fulfilling the resolute vow of "We will not call it quits until we achieve a complete victory". They have focused on the three main lines of design, procurement and construction, scientifically adjusted the logical relationship among design, procurement and construction based on the overall tasks and phased goals of the project, continuously improved the overall project planning, and formulated monthly plan targets for each facility. By leveraging information technology means such as project management platforms, full-chain management can be achieved to reduce procurement costs, enhance construction efficiency, and ensure that the planning of each project link is scientific and reasonable.

 

The magnificent picture is always unfolded in the course of forging ahead with determination. Based on the completion of the main device pile foundation construction, we will promote the civil engineering and ground pipe construction to enter the final stage, and fully advance the installation projects of equipment, steel structures, process pipelines, etc. Up to now, over 2,000 large-scale construction machines have been put into use, 269,000 pile foundations with a total length of 6.15 million meters have been driven in, 441 kilometers of underground pipe construction have been completed, 1.58 million cubic meters of concrete have been poured, over 100,000 tons of steel structures have been installed, nearly 5,000 pieces of equipment have been installed, and nearly 910,000 inches of process pipelines have been welded. The overall progress completion rate of the project is close to 60%. One by one, the buildings stand tall and proud, and rows of towers rise from the ground. The "three-dimensional picture" of construction gradually unfolds.

 

Strengthen management and consolidate the foundation of safety and quality

 

The grand building stands tall and imposing, which is a sign of merit. "Underground engineering, laying the foundation and piling up stones, this is the hidden work." " All the builders have earnestly implemented the work requirements of the "Five Musts" and the "Five Unswerving Commitments", continuously enhancing the quality and safety control capabilities of the project. Every pile driven, every pipe laid, every foundation built, and every tower installed are all taking practical actions to consolidate the two cornerstones, making the facilities stand tall and the project as solid as a rock.

 

 

 

Be down-to-earth and work hard to overcome difficulties. Huajin United Petrochemical, in view of the wide range of on-site operations and numerous safety control risk points, has thoroughly implemented the responsibility of the leadership team's safety guarantee, the "four-in-one" safety supervision, and the three-level safety grid management, and comprehensively carried out on-site safety inspections and hidden danger management. Regularly carry out emergency drills for different regions, job types and time periods to enhance the awareness and ability to handle unexpected situations. We will continue to strengthen the safety supervision of personnel from the first checkpoint at entry to the last link at exit, and implement and refine the one-stop management of safety training, access control entry, examination and certification, and other links. Up to now, a total of 59,873 people have been trained, 35 million person-hours of safe production have been achieved, the foundation of safety management has been continuously consolidated, and the line of defense for safe production has been steadily enhanced.

 

With the goal of building national high-quality projects, we will continue to implement the "five-in-one" quality management system involving construction units, quality supervision stations, supervision units, general contracting units and testing units. Strictly control the practical operation examination for welders' entry, strictly control the entry of engineering materials and the inspection of quality hazards. A total of more than 5,000 welders have been evaluated at the welding examination center. The pass rates of material inspection upon entry, pile foundation testing, and non-destructive testing of welds have all reached the quality control targets. Strictly supervise the construction process and the information entry of the digital factory, and formulate corrective measures in real time based on the construction information. The construction quality is transparent and traceable. For each completed project, we summarize successful experiences and analyze shortcomings, continuously improve and optimize the project quality management process and methods. We have cumulatively created over 130 model projects and won more than 160 awards under the project excellence Creation Plan. The foundation of quality management has become increasingly solid, and the concept of high-quality projects has taken root in people's hearts.

The year 2025 marks the conclusion of the 14th Five-Year Plan, the planning year for the 15th Five-Year Plan, and a crucial year for engineering projects to make a decisive move towards the production preparation stage. In the next six months, we will accelerate the completion of the final design work, promptly address on-site design issues, deepen the standardized management of construction and the construction of standardized construction sites, promote advanced construction management models, technologies and methods, formulate and implement construction guarantee measures during the rainy season, and all builders will sound the charge with a "decisive battle posture" to successfully complete the mechanical completion target of the project.

 

 

 

The road ahead is not smooth and the task is arduous. Time is pressing and the mission is glorious. Production preparation is the main thread after the mechanical project is completed. It is a contest of technology and a test of willpower. How to spare no effort to complete all the tasks of production preparation and provide a solid guarantee for the successful start-up in one go. It is necessary to strengthen management and technical preparations, improve the production preparation and trial start-up management system, formulate start-up and shutdown plans as well as special plans, compile production technical documents, and continuously sort out and solve the technical problems that restrict the trial start-up of the project. Establish a dispatching and command system for production operation, clarify the management interfaces of all parties during the trial run of the equipment and the commissioning of the system, and do a good job in the "three checks and four determinations", single machine trial run, pipeline pressure test and other work to create favorable conditions for the comprehensive trial run and commissioning of the project. Strengthen the guarantee of personnel for trial operation, carry out theoretical training, simulation training and internships on similar equipment for production operators, and improve their theoretical level and operational skills. We should ensure the supply of materials, establish stable and reliable procurement channels, strictly control procurement costs, and guarantee that crude oil, coal, start-up materials, chemicals, spare parts and other supplies meet the requirements for the trial operation of the project. Whether the project construction can be successfully completed depends on whether all the builders can take more determined steps forward, brave the wind and waves, and pass on the baton to move forward. Can we, with the momentum of breaking through the clouds and fog, write a glorious chapter in the mechanical completion and production preparation of the project on the journey of the decisive year?
