On January 3rd, the hydrogen-based energy refueling base project of Dalian Changxing Island (Northeast Asia) and the COSCO Shipping Xizhong Island Chemical and New Energy Warehousing and Logistics Park Project were officially launched at the Dalian Changxing Island (Xizhong Island) Petrochemical Industrial Base. The launch of this project marks the full connection of the hydrogen-based energy industrial chain on Changxing Island, contributing solid strength to the accelerated construction of Dalian Northeast Asia Green Marine Fuel Refueling Center and facilitating the smooth operation of the Northeast Asia green Marine fuel supply chain.

In December 2024, the Ministry of Transport officially approved the "Liaoning Coastal Port Layout Plan (2025)", and the Dalian Northeast Asia Green Ship Fuel Refueling Center was officially included in the port layout. Dalian Changxing Island, relying on its abundant wind and solar resources, solid petrochemical industry foundation and strong new energy research and development capabilities, is fully committed to building a green Marine fuel port transfer base and a green Marine fuel refueling center on the basis of the construction of an international shipping center and an international logistics center in Northeast Asia.

Chen Shaowang, the deputy secretary of the Dalian Municipal Committee of the Communist Party of China and the mayor of Dalian, announced the launch of the project. Qiu Baolin delivered a speech, saying that the COSCO Shipping Xizhong Island Chemical and New Energy Warehousing and Logistics Park project, which was launched today, will effectively improve the important storage and transportation functions of green development projects and further promote the optimization and upgrading of the entire clean energy industrial chain in Dalian. It is hoped that COSCO Shipping Group will fully support the Northeast Regional Headquarters in performing its functions, and further deepen cooperation with Dalian in areas such as the integrated development of maritime port logistics, team building, new energy-powered ship manufacturing, and Marine new energy trade and processing, to assist Dalian in building a green Marine fuel port transfer base and a green Marine fuel refueling center. Zhao Dong stated that Changxing Island, based on its industrial foundation and resource endowment, and relying on the application scenario advantages of a world-class green petrochemical base and the geographical advantages of an important combined port of the Northeast Asia International Shipping Center, is planning to build a hydrogen-based energy refueling base in Northeast Asia and has planned an industrial chain with a total investment of approximately 55 billion yuan. It includes links such as production and manufacturing, warehousing and logistics, trade and refueling, technological innovation and supporting industries, to build a "sea-land corridor" for hydrogen-based green energy in Northeast China and eastern Inner Mongolia. At present, Changxing Island has been planned by the Department of Transportation of Liaoning Province as the Northeast Asia Green ship fuel refueling Center and transfer base, and has been included in the national green energy supply guarantee system construction plan.

The COSCO Shipping Xizhong Island Chemical and New Energy Warehousing and Logistics Park project is a key link in the "storage and transportation end" of the hydrogen-based energy refueling base. The launch of the project marks the full connection of the hydrogen-based energy industrial chain on Changxing Island. Relying on the supporting docks and tank farms, COSCO Shipping's land-based hazardous chemicals transportation fleet and maritime transportation fleet will provide end-to-end transportation services for hydrogen-based energy products from the production site to the target port in Northeast China and eastern Inner Mongolia. Under the strong leadership of the municipal committee and the municipal government, Changxing Island should join hands with all partners to continuously consolidate and expand the first-mover advantage in the hydrogen-based energy industry, open up a new situation of vigorous development of the hydrogen-based energy industry, and strive to build the Northeast Asia hydrogen-based Energy Center into a landmark project for the development of new quality productive forces on Changxing Island.

At the project launch ceremony, a batch of scientific and technological innovation and production manufacturing projects, as well as storage and transportation, trade and industrial service projects, were signed respectively around the hydrogen-based energy industry chain project. This marks that Dalian is fully seizing the development opportunities of the hydrogen-based energy industry, accelerating the construction of a "pioneer demonstration zone" for the entire hydrogen-based energy industry chain and a hydrogen-based energy refueling base in Northeast Asia, and accelerating the clustering of green and low-carbon industries. Project Introduction

In terms of production and manufacturing, it is planned to cooperate with leading enterprises in the industry such as CGN and Envision, and introduce green ammonia, alcohol and green aviation kerosene projects. It is expected that in the next 2-3 years, about 300,000 tons of green methanol and green ammonia and 300,000 tons of green aviation kerosene can be produced annually. Relying on the advantages of being close to the port and near the sea, the "carbon footprint" of hydrogen-based energy can be reduced to the greatest extent, and market competitiveness can be enhanced. And provide guarantees for the annotation process. In terms of warehousing and logistics, we have collaborated with COSCO Shipping to plan and construct supporting terminals and tank farms, and have also planned dedicated railway transportation lines with China Railway Shenyang Bureau. In terms of trade refueling, we have collaborated with China Ship Fuel and Huaguang Shipping to create a green ship fuel trading platform, focusing on the procurement and sales of green ship fuel. We provide refueling trade support services for various coastal refueling companies, contributing to the green development of international trade business. In terms of technological innovation and supporting industries, we have carried out industry-university-research cooperation with institutions such as the Dalian Institute of Chemical Physics of the Chinese Academy of Sciences, Dalian University of Technology, and Dalian Maritime University, to conduct application innovation in hydrogen-based energy industries. Cooperate with Mingyang New Energy Group to develop the manufacturing industry of green wind and solar power generation equipment. In collaboration with Shanghai Wenji Biology and relevant certification bodies, we provide ISCC and RSB certification services for enterprises throughout the entire hydrogen-based energy industry chain.

The supporting wharf for the COSCO Shipping Xizhong Island Chemical and New Energy Warehousing and Logistics Park project started construction in August 2024 and is expected to be completed and put into use by the end of June 2025, with a designed annual throughput of nearly 1.4 million tons.
