The "One-Stop" work plan for promoting the commencement of Construction projects

To thoroughly implement the work requirements of the "Notice of The General Office of the State Council on Printing and Distributing the List of the First Batch of Key Matters for 'Efficiently Completing One Thing' in 2025" (Guo Ban Han [2025] No. 3), optimize the service for "project commencement", promote "efficiently completing one thing", and continuously improve the quality and efficiency of services, this work plan is formulated.

I. Objectives and Tasks

Establish and improve the service working mechanism for "construction project commencement", optimize the application process, streamline application materials, reduce approval links, strengthen the organic integration of online and offline, and build a convenient, fast and efficient service model. Integrate the "commencement of construction projects" into the comprehensive service window for engineering construction project approval in the government service hall for unified processing, achieving "one-window acceptance, one-form application, one-network processing, and joint approval". This will further enhance the standardization, normalization, and convenience of the approval for the commencement of construction projects, allowing enterprises to truly feel the "speed" and "warmth" of the "commencement of construction projects" service.

Ii. Scope of Application

The "construction project commencement" service referred to in this plan means that the government service department and the housing and urban-rural development department rely on the Hebei Government Service Network and the Engineering Construction Project Approval Management System (hereinafter referred to as the "Engineering Approval System"). We provide government services for construction units, including the issuance of construction permits for building projects, the review of fire protection design for construction projects, the handling of procedures for quality supervision of construction projects, the handling of procedures for safety supervision of construction projects, the approval of urban construction waste disposal, and the temporary permit for discharging urban sewage into drainage networks. Localities may, in light of their actual conditions, expand the "one-stop" joint handling items for the commencement of construction projects in their respective regions.

Iii. Reform Measures

(1) One-window acceptance. The government service centers of all cities (including Dingzhou and Xinji cities), counties (cities, districts), and Xiongan New Area (hereinafter referred to as "all cities and counties") shall incorporate "construction project commencement" into the comprehensive service Windows for engineering construction project approval for unified processing. They shall accept inquiries and applications for "construction project commencement", achieve one-time application for "construction project commencement" services, parallel processing, and completion within a limited time.

(2) One-form application. The implementation departments of relevant government service items in each city and county should ensure the implementation of the unified and standardized application materials and one "application form" throughout the province, update the service guidelines dynamically, avoid duplicate submission of materials, achieve item integration, information sharing and targeted distribution, and make the "construction project commencement" service more convenient and efficient.

(3) One-stop online service. Relying on the provincial integrated government service platform and the engineering approval system, we will improve the "one-stop" service function for the commencement of construction projects, strengthen the connection and data sharing with relevant business systems such as public resource trading, construction markets, and quality and safety, and enhance the online processing capacity. Improve the information query and application service functions of the engineering approval system, optimize the connection service between the engineering approval system and the Hebei Government Service Network, and realize the "one-stop online processing" of "construction project commencement" matters.

(4) Simplify materials. Comprehensively sort out the list of materials required for handling the matters related to the "one thing" for the commencement of construction projects. In accordance with the requirements of only collecting one copy of duplicate materials, no need to submit materials that can be shared and mutually recognized, no restrictions on the medium except for the collection of paper materials as required by laws and regulations, and ensuring that all materials and matters subject to the tender for the notification and commitment with deficiencies are fully tendered, clearly define the number of copies, requirements, and medium of each application material. Simultaneously refine the key points of material review, enhance the efficiency of service Windows in receiving and reviewing applications, and prohibit the addition or disguised addition of additional processing procedures, application materials, and other contents.

(V) Strengthen services. All cities and counties should continuously enhance the efficiency of online and offline services for the approval of engineering construction projects. During the project initiation and land use planning permit stage as well as the engineering construction permit stage, they should provide precise services based on specific circumstances such as project type, construction scale, and investment nature. They should inform the construction units in advance of the procedures and precautions for handling the "one-stop" service for project commencement. Guide the construction unit to carry out relevant preparatory work in advance. Promote the establishment of a working mechanism for coding and mapping individual buildings, and enhance the digital management of the entire project life cycle through building coding. Improve the knowledge base list of the 12345 government service convenience hotline, and efficiently handle demands such as inquiries, complaints, assistance requests, suggestions and online processing guidance for the "one thing" of construction project commencement.

Iv. Safeguard Measures

(1) Strengthen organizational leadership. All prefecture-level cities should establish a special task force for the "one-stop" work of construction project commencement by April 25, clarify the responsibilities of the leading department and the responsible unit, promote the "one-stop" work of construction project commencement in a coordinated manner, establish communication and liaison, joint consultation, regular notification and other working mechanisms, and strictly implement the work to ensure the smooth progress of all tasks.

(2) Improve supporting measures. Each city divided into districts should, in light of local work realities, formulate specific implementation plans, produce service guidelines, optimize service procedures, refine work tasks, set clear completion deadlines, and improve the project approval system by April 30 to ensure that all reform measures are implemented by the end of June.

(3) Strengthen supervision and inspection. Starting from late April, each city will conduct monthly inspections on the progress of the work. For those whose tasks are not implemented, measures are not in place, or progress does not meet the standards, timely supervision and rectification should be carried out to ensure that the reform tasks are completed smoothly according to the time nodes. Since May, the provincial task force for the "one Thing" of construction project commencement has been conducting timely supervision and inspection.

(4) Extensive publicity and guidance. All cities and counties should make full use of media, official websites and other channels for publicity and reporting, strengthen policy interpretation, guide enterprises and the public to fully understand the content of the "one thing" reform for the start of construction projects, create a favorable atmosphere, and continuously improve the satisfaction of market entities.
