In order to fully understand the situation of the engineering survey and design and construction project supervision industries and do a good job in the 2024 national engineering survey and design and construction project supervision statistical survey, the relevant matters are hereby notified as follows.

I. Scope of Statistical Survey

The scope of the national statistical survey on engineering investigation and design as well as construction project supervision covers enterprises holding engineering investigation qualification certificates, engineering design qualification certificates and engineering supervision qualification certificates issued by the housing and urban-rural development authorities from January 1, 2024 to December 31, 2024.

Ii. Submission Process

The housing and urban-rural development authorities of each provincial-level administrative region should, in accordance with the requirements of the statistical survey system for engineering survey and design and construction project supervision issued in the "Notice on Conducting the 2023 Statistical Survey for Engineering Survey and Design and Construction project Supervision" (Jian Ban Shi Han [2024] No. 11), organize and carry out the statistical survey work for 2024 in their respective regions. And organize the monthly reporting of the employment situation of personnel in the fields of construction project survey and design as well as supervision in 2025 on a monthly basis.

(1) Annual Report

1. The local housing department in charge of urban and rural construction organization related enterprises on February 28, 2025, log in the engineering survey and design, construction supervision survey information management system (hereinafter generally referred to as the statistical investigation system), https://jzsctjbb.mohurd.gov.cn, fill in the survey data, Please upload a scanned copy of the enterprise information filling commitment letter signed by the legal representative of the enterprise and stamped with the official seal of the enterprise (format as attached).

2. The housing and urban-rural development authorities at the prefectural and municipal levels are responsible for reviewing the statistical survey data of their respective regions to ensure the completeness and accuracy of the data. After the review is completed, the statistical survey data of this region shall be submitted to the provincial housing and urban-rural development authority through the statistical survey system before March 15, 2025.

3. The provincial housing and urban-rural development authorities are responsible for the review and summary of the statistical survey data in their respective regions. After the review is completed, they shall submit the statistical survey data of their regions through the statistical survey system before March 31, 2025.

4. The provincial housing and urban-rural development authorities shall organize enterprises in their regions with an annual engineering survey and design income of 500 million yuan or more (excluding subsidiaries, the same below) to submit the financial indicator declaration form signed by the legal representative of the enterprise and stamped with the official seal of the enterprise through the statistical survey system before May 31, 2025. And upload the scanned copies of the legal financial statements reflecting the enterprise's engineering survey and design income. Enterprises that fail to submit their engineering survey and design income within the prescribed time limit as required or whose submitted materials do not accurately reflect the income will not be included in the national ranking list of engineering survey and design income.

(2) Monthly Report

1. Local housing and urban-rural development authorities at all levels shall organize relevant enterprises to log in to the statistical survey system and fill in the employment situation form of the previous month before the 7th of each month.

2. The provincial housing and urban-rural development authorities are responsible for the review and summary of the employment data of personnel in their respective regions. After the review is completed, they shall submit the employment data of personnel in their regions through the statistical survey system before the 10th of each month.

(3) Job Requirements

1.  Local housing and urban-rural development authorities at all levels should attach great importance to this matter, strengthen overall coordination, meticulously organize and implement, and do a good job in the submission and review of statistical survey data to ensure that the data is reported in a timely, complete and accurate manner. They must resolutely prevent and punish statistical fraud and falsification to guarantee the quality of statistical data.

2. Local housing and urban-rural development authorities at all levels should guide relevant enterprises to study the statistical investigation system carefully, accurately understand the meaning of statistical indicators, review the logical relationships among data, and report statistical investigation data on time and accurately.
