On July 12th, nine departments including the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Finance, the Ministry of Ecology and Environment, the Ministry of Agriculture and Rural Affairs, the Ministry of Emergency Management, the Chinese Academy of Sciences, the Chinese Academy of Engineering, and the National Energy Administration jointly released the "Implementation Plan for the Innovative Development of the Fine Chemical Industry (2024-2027)". The Implementation Plan proposes that by 2027, positive progress will be made in the refined extension of the petrochemical and chemical industry. Focusing on the demands of economic and social development, a number of key products have been overcome, and the capacity to guarantee key industrial chains and supply chains has been further enhanced. A number of key green, safe and intelligent technologies have been broken through, energy efficiency has been significantly improved, the total emissions of volatile organic compounds have been greatly reduced, and the intrinsic safety level has been significantly enhanced. Cultivate more than 5 world-class enterprises with stroninnovation leadership and collaborative integration capabilities, foster over 500 specialized, refined, distinctive and innovative "little giant" enterprises, and create more than 20 chemical industrial parks with fine chemicals as the leading industry and strong competitive advantages, forming an innovative development system featuring the integration of large, medium and small enterprises and the collaboration of upstream and downstream enterprises.

 

Implementation Plan for the Innovative Development of the Fine Chemical Industry (2024-2027)

 

Fine chemicals and new chemical materials (hereinafter collectively referred to as fine chemicals) are the key engines driving the high-quality development of the petrochemical and chemical industry, and are related to the security and stability of important industrial and supply chains, green and low-carbon development, and improvement of people's livelihood and well-being. In order to implement the key tasks of relevant national plans and guide the high-end, green and intelligent development of the fine chemical industry, this implementation plan is specially formulated.

 

I. Overall Thinking

 

We will take the vigorous development of fine chemicals as the main direction for extending, supplementing and strengthening the industrial chain and transforming and upgrading. We will adhere to demand-driven and innovation-driven development, cultivate new growth drivers by enhancing the supply capacity of high-end products, consolidate the foundation for development by improving the level of green and safety, and enhance development resilience through intensive layout. We will focus on doing well in key products, refining key technologies, strengthening key enterprises and optimizing key parks. Build an efficient, green, safe and integrated fine chemical industry system, accelerate the cultivation of new quality productive forces, and provide a solid material and technological foundation for promoting new industrialization and building a manufacturing power.

 

Ii. Overall Objectives

Iii. Key Tasks

 

(1) Implement actions to enhance the capacity for effective supply

 

Promote the extension of traditional industries' industrial chains. Promote the development of fine chemicals in traditional industries with a focus on the high-end extension of the industrial chain, build a product system that is specialized, refined, distinctive and innovative, increase the added value of products, and enhance core competitiveness.

 

Column 1: Industrial Chain Extension Project

 

1. Petrochemical industry (including petrochemicals and natural gas chemicals). We should focus on the utilization of olefins and aromatics, and develop high-end polyolefins, engineering plastics, polyurethanes, special synthetic rubbers, high-performance fibers, functional films, specialty chemicals, and high-performance adhesives, etc.

 

2. Coal chemical industry. Focus on developing high value-added new varieties such as coal-based degradable plastics and polyethylene naphthalate (PEN), and do a good job in the high-value utilization of methanol and olefins. Promote the comprehensive utilization of high-value components such as cycloalkanes, oxygenated compounds and aromatics in Fischer-Tropsch synthetic oil and coal tar, and develop special oil products, high-end carbon materials, rubber additives, as well as intermediates for pesticides, dyes and pharmaceuticals.

 

3. Salt (mineral) chemical industry. We will focus on enhancing the high-value utilization of mineral resources such as fluorine, silicon and phosphorus, and develop ultra-clean and high-purity hydrofluoric acid, special fluorine-containing monomers, fourth-generation fluorine-containing refrigerants and other fluorine-containing chemicals, as well as high-quality fluororesins, high-performance fluororubbers and other fluorine-containing new materials. New organosilicon monomers and advanced silicon materials such as high-performance silicone oil, silicone rubber and silicone resin; Phosphorus-based new energy materials, high-performance phosphorus-containing flame retardants, plasticizers, water purifiers, intermediates for pharmaceuticals and pesticides, black phosphorus-based materials and other high-value-added phosphorus-containing chemicals.

 

4. Biochemical engineering industry. Focus on building a bio-based material system based on the utilization of non-grain biomass resources such as bulk crop straw and residues, strengthen the coupling with industries such as petrochemicals, coal chemical engineering, and salt (mineral) chemical engineering, and develop bio-based chemicals such as lactic acid, 1, 3-propylene glycol, acrylic acid, succinic acid, trans-uronic acid, pentanediamine, and furan. Bio-based polymers such as polylactic acid, polyurethane, polyethylene furanediformate, polycarbonate, nylon, and special rubber, etc., form an effective supplement to the existing fossil-based materials.

 

Accelerate the breakthroughs in key products. Focusing on the demands of new energy, new materials, biotechnology, industrial mother machines and medical equipment, collaborative innovation is carried out through methods such as "open competition" and "horse race mechanism". Enhance the supply capacity of key products in fields such as high-end polyolefins, synthetic resins and engineering plastics, polyurethane, fluorosilicone materials and products, special rubber, high-performance fibers, high-performance membrane materials, electronic chemicals, highly efficient, low-toxicity and low-residue pesticides, high-end dyes and pigments, special coatings, special adhesives, special additives and oils, new catalysts, and high-end reagents. Guide fine chemical enterprises to carry out supply-demand pairing research and development with specialized equipment manufacturing enterprises and software development enterprises, and develop important equipment and components such as microchannel reactors, special separation equipment, dedicated pumps, valves, and control systems, as well as high-end instruments and reagents for analysis, detection, and structural characterization such as high-performance liquid chromatographs. Process control software such as online detection of process parameters, rapid online identification and determination of physical properties and structures, full-process intelligent control systems, fault diagnosis and predictive maintenance, etc., strengthen production support and guarantee.

 

Promote the quality improvement of advantageous products. Promote the implementation of the "Three Products" initiative in industries with comparative advantages such as coatings, dyes, and fluorosilicone organic materials. Vigorously develop service-oriented manufacturing, collaborate with downstream sectors to focus on new scenarios, develop new products, formulate new standards, and create new applications. Provide customized, functional, specialized, and serialized products and services, and transform from selling products to providing integrated solutions. Carry out activities such as brand promotion weeks and industry quality management teams to enhance brand reputation.

 

Column 2: Product Quality Enhancement Project

 

1. Paint. Gradually reduce the production and use of high-VOCs solvent-based coatings, and vigorously develop water-based, powder, radiation-cured, high-solid, solvent-free and other environmentally friendly and resource-saving coatings with no (low)VOCs, for high-performance coatings in large aircraft, high-speed rail, large ships, new energy, electronic information, home appliances, general machinery and other fields, to meet the demands of consumption upgrade. Encourage enterprises to enhance the quality grade of their products and increase the supply of green products by applying new technologies (such as integrated coating integration/composite technology, multiple radiation curing technologies, molecular structure design, inorganic-organic composite modification, nanotechnology, etc.) and new materials (such as new photo-curing materials, environmentally friendly solvents, new pigments and fillers, high-performance special resins, etc.). Encourage enterprises to develop customized products based on customer demands, build professional coating teams, and further enhance the processing performance, usage performance and quality stability of products.

 

2. Dyeing materials. Accelerate the development of new functional and environmentally friendly dyeing (color) products such as high-solubility and high-strength reactive dyes, acid dyes, and organic pigments that meet the needs of new processes, new fibers, and dyeing and finishing processing technologies in the textile printing and dyeing industry. Promote enterprises to adopt new technologies (such as membrane separation technology, ultrafine powder preparation technology, dye and pigment dispersion technology, nano-ization and pigment stability protection, etc.) and new materials (such as green and environmentally friendly textile printing and dyeing auxiliaries, low bath ratio, functional dyeing and leveling agents, light fastness enhancers, etc.) to enhance the performance and quality consistency of products in terms of color fastness, leveling, etc. Promote the establishment of an upstream and downstream cooperation mechanism between dyeing (dyeing) enterprises and users, provide supporting dyeing and finishing processes and related technical solutions, and enhance the level of product application technology development and service.

 

3. Pesticides. Adjust the product structure, gradually phase out pesticides with high residues and those that have a significant impact on the environment or the quality and safety of agricultural products, and accelerate the development of efficient, safe and environmentally friendly pesticides and intermediates, as well as water-based, ultra-low volume, sustained-release and other formulation forms. Promote enterprises to adopt new technologies (such as directional conversion/splitting technology, biocatalytic technology, microchannel reactor and tubular reactor process technology, near-infrared online analysis technology, automation technology, etc.) and new materials (non-halogenated hydrocarbon and non-aromatic hydrocarbon solvents, nanomaterials, biodegradable materials, etc.) to ensure product safety and effectiveness and reduce VOCs emissions.

 

4. Specialty chemicals. Accelerate the development of water-based (bulk) type and other low-VOCs adhesives, inks, cleaning agents, environmentally friendly water treatment agents, green and efficient catalysts, solubilizers, modifiers/additives/surfactants, and ultra-clean and high-purity reagents. By applying new technologies (such as nanotechnology, radiation curing technology, low-chlorine and low-color control technology, silicone resin molecular structure regulation and analysis detection technology, etc.) and new materials (such as photo-curing materials, etc.), the performance and quality consistency of the products can be improved. Encourage enterprises to focus on niche fields, create distinctive and advantageous products, and provide systematic solutions for customers in different fields to enhance their international competitiveness.

 

5. New chemical materials. Focusing on optimizing the raw material structure, improving product quality, and reducing consumption and emissions, the existing production facilities should be renovated and upgraded by applying clean production and intelligent control technologies to enhance the industry's competitiveness. Encourage enterprises to enhance applied research, improve product grades, increase varieties and grades, and expand applications in high-end fields.

 

(2) Implement safety and environmental protection technological transformation actions

 

Promote technological transformation. Promote the joint development of a batch of common technologies and complete sets of equipment that are intrinsically safe, carbon reduction and pollution reduction, and efficient and comprehensive utilization of resources by institutions of industry, academia, research and application. Dynamically update the catalogue of technologies and products encouraged for promotion and application in the petrochemical and chemical industry, as well as the catalogue of safety production processes, technologies and equipment for eliminating backward hazardous chemicals, and accelerate the elimination of backward production capacity. New projects should meet the requirements of the A-level environmental performance index. Fine chemical enterprises are encouraged to carry out safety, green and intelligent renovations by benchmarking against industry leaders. Key supervised hazardous processes should be accelerated to undergo full-process automation transformation or low-risk replacement. Old production equipment and energy-consuming equipment should be updated at A faster pace. The application and promotion of low-leakage equipment should be strengthened. Mechanization should be used to replace workers and automation to reduce workers. Vigorously develop intelligent manufacturing system solutions, increase the proportion of electrified terminal energy-consuming equipment usage, guide coal-fired boilers and furnaces to implement clean energy substitution, promote the transformation and upgrading of industrial operating systems, enhance the digitalization level of key links, and improve the operational efficiency, green safety level and lean service capabilities of facilities. Strengthen benchmarking leadership. We will continue to promote the development and establishment of green products (processes), green factories, green industrial parks and green supply chain management enterprises, build intelligent factories and smart supply chains, cultivate a number of industrial Internet platforms at the park, group and industry levels and several smart chemical industrial parks, and guide the opening up of digital platforms and supply chains of large enterprises. Create benchmark projects for "industrial Internet + work safety" and establish a mechanism for large enterprises to drive the transformation and upgrading of small and medium-sized enterprises.

 

Column 3: Safety, Environmental Protection and Intelligent Technology Enhancement Project

 

1. Safety technology. Promote the research and development and application of continuous nitrification, continuous hydrogenation, continuous (directional) chlorination, continuous oxidation, continuous fluorination, continuous esterification, new alkylation, continuous amination (ammonification), continuous diazotization, hydrolysis, microchannels, stepstep crystallization, vacuum precision distillation and other continuous process technologies, and enhance the safety of the production processes of pesticides, dyes (pigments), auxiliaries and intermediates. Accelerate the promotion and application of chemical industry risk early warning, intelligent assessment and control technologies, achieve quantitative assessment of reaction safety risks, and enhance the intrinsic safety level.

 

2. Green technology. Accelerate the research and development and promotion of application of high-efficiency catalysis, biocatalysis, reactive distillation, supergravity, and sealed technologies, as well as alternative technologies for toxic, harmful, and high-VOCs content raw and auxiliary materials, to reduce organic matter emissions at the source. Carry out research and development and promotion and application of resource recycling technologies such as the harmless utilization of pesticide by-products, the recycling and regeneration of waste polyurethane materials, the oxidation of waste hydrochloric acid, and the cracking of waste sulfuric acid, to achieve the resource utilization of industrial waste. Promote low-cost electrocatalytic oxidation, high-temperature incineration, low-temperature freezing and other high-salt and high-concentration organic wastewater treatment technologies, as well as safe utilization technologies for high-concentration salt-containing wastewater (industrial waste salt).

 

3. Intelligent technology. Promote the application of three-dimensional warehouses, rail and human-standing automatic material picking, infrared recognition unmanned forklifts, automatic control of color paste grinding, automatic cleaning of agitators, hazard source monitoring and early warning, and online VOC monitoring, etc. Encourage the application of industrial operating systems, industrial Internet platforms, etc. in automatic formula adjustment, flexible production and manufacturing, supply chain collaboration, etc. Based on big data, the process control model is iteratively improved to promote fine chemical enterprises to increase the utilization rate of production lines and gradually build an online network for multi-category supply chains.

 

(3) Implement the action to improve the innovation system

 

Plan and build an innovation platform. Strengthen the construction of national key laboratories and manufacturing innovation centers in the field of fine chemicals, give full play to the role of relevant industrial innovation alliances, promote in-depth integration of industry, academia, research and application, and facilitate collaborative innovation along the upstream and downstream as well as demonstration and leading roles in production and application. A number of pilot-scale platforms will be laid out around the research of key common technologies such as low-hazard chemical processes, efficient separation and purification in fine chemicals to enhance public service capabilities. Promote the implementation of pilot projects. Formulate management norms for the construction of chemical pilot-scale facilities, strengthen policy coordination among industry, emergency response and environmental protection, further optimize the safety assessment and environmental impact assessment of chemical pilot-scale facilities based on professional evaluation, encourage chemical industrial parks to build standardized pilot-scale workshops and standard factories, actively carry out pilot-scale tests of key processes and new processes, and promote the accelerated transformation of research and development achievements into productive forces. Promote collaborative innovation between upstream and downstream sectors. Guide leading enterprises in the industrial chain to join hands with relevant enterprises, universities, research institutes, etc. to form innovation consortia integrating industry, academia, research and application. They should carry out chain-based collaborative innovation driven by industrial demands and technological iterations, accelerate the collaborative research and development, verification and application of new technologies, new products and new equipment, and comprehensively enhance the basic capabilities of the industrial chain. We will continue to promote the "one-stop" application demonstration of advanced technologies and products such as high-voltage cable insulation and shielding materials, electronic specialty gases, and microchannels.

 

Column 4: Construction Project of Fine Chemical Pilot Platform

 

Centering on promoting the industrialization of high-end fine chemical products and enhancing the levels of safe, green and efficient production, Encourage local authorities to focus on common technologies for efficient utilization of phosphate rock resources, low-hazardous and high-efficiency production of fine chemicals (such as microchannels, supergravity, hydrogenation, polymerization, chlorination, fluorination, sulfonation, amination, alkylation, etc.), preparation and purification technologies for non-grain bio-based chemicals, key common technologies for photoresist resin synthesis, purification technologies for ultra-high-purity chemicals, and key common technologies for high-end polyolefin polymerization We will carry out the construction of pilot platforms for common technologies such as efficient separation and VOCs treatment, and efficient gas separation technology with inorganic membranes. According to the characteristics of unit operations, we will conduct flexible designs. Guided by professional construction, market-oriented operation and open services, we will create conditions for subsequent pilot projects of the same type of chemical industry and accelerate the industrialization of scientific and technological achievements.

 

(4) Implement the action of strengthening enterprises and cultivating talents

 

Cultivate and expand leading enterprises. Encourage large-scale petrochemical and chemical enterprises to focus on national strategic demands and the needs of industrial upgrading, intensify research and development of key technologies for high-end products, and enhance their international competitiveness and control over the industrial chain through strategic cooperation, mergers and acquisitions, and professional integration. Vigorously cultivate small and medium-sized enterprises. Encourage leading enterprises to play the role of "chain leaders" and incorporate supporting small and medium-sized enterprises into the management of important industrial chains and supply chains. Cultivate specialized, refined, distinctive and innovative small and medium-sized enterprises and "little giant" enterprises, single-champion enterprises and high-tech enterprises in niche fields, guide small and medium-sized enterprises to focus on key links of important industrial chains and supply chains and typical application scenarios to build professional and characteristic businesses, and consolidate and enhance their domestic and global market positions. Accelerate the construction of the talent team. Improve the policies for attracting, retaining and employing talents in the chemical industry, implement the "Manufacturing Talent Support Program", and select and cultivate a group of high-level technical, skilled and management talents. Support the establishment of a number of public service platforms for talent cultivation and safety improvement in the petrochemical industry, guide colleges and universities to strengthen the construction of disciplines in fields such as fine chemicals, and guide regions that take chemical engineering as their leading industry to establish and strengthen vocational colleges specializing in chemical engineering, and deepen the integration of industry and education as well as collaborative education.

 

(V) Implement the action for optimizing industrial layout

 

Promote the standardized development of the park. Strengthen the standardized construction and recognition management of chemical industrial parks, equip them with facilities and forces that meet the requirements of safety production, environmental protection and fire protection, and improve the intrinsic safety and clean production level of chemical industrial parks. Release and implement the guidelines for evaluating the competitiveness and intelligence of chemical industrial parks, and accelerate the cultivation of chemical industrial parks with competitive advantages and smart chemical industrial parks. Encourage chemical industrial parks to focus on their main business characteristics, promote the joint layout of basic chemical raw material producers and fine chemical enterprises, and facilitate industrial synergy and coupling, resource recycling and utilization, and energy secondary utilization. Promote coordinated regional development. Implement the national regional coordinated development strategy, deepen regional industrial transfer cooperation, organize and carry out activities such as the transfer and connection of the chemical industry, guide localities to scientifically plan and extend the fine chemical industry chain, promote the creation of fine chemical industry clusters in specific fields, and form an industrial development pattern with distinct characteristics and complementary advantages in the east, central and west.

 

Column 5: Intensive Development Project of Industrial Clusters

 

1. Park-based development. New hazardous chemicals production projects must be located in chemical industrial parks with general or lower safety risks (except for projects built in conjunction with production facilities in other industries). It is encouraged that hazardous chemicals production enterprises outside the parks relocate to chemical industrial parks with general or lower safety risks. Strengthen the comprehensive diagnosis of chemical industrial parks, promote the scientific formulation of industrial development plans for chemical industrial parks, strictly implement the "prohibited, restricted and controlled" directory and project access conditions for chemical industrial parks, focus on the leading industries to selectively introduce projects that strengthen and supplement the industrial chain, and strive to build chemical industrial parks with distinct characteristics and complete industrial chains.

 

2. Coordinated development among regions. Guide localities to make overall plans for their endowment of resource and environmental factors, industrial development foundation, market capacity and the "dual carbon" goals, intensify efforts in independent innovation and investment promotion, strengthen industrial transfer and cooperation among regions, and actively extend the layout of the fine chemical industry. Among them, the East China region focuses on developing pesticides, dyes (pigments), high-end rubber and plastic additives, engineering plastics, high-end thermoplastic elastomers, fluorosilicone organic materials, electronic chemicals, etc. The South China region focuses on developing coatings, adhesives, surfactants, plastic additives, high-end natural rubber and synthetic rubber, high-end functional resins, thermoplastic elastomers, membrane materials, electronic chemicals, etc. The North China region focuses on developing pesticides, coatings, surfactants, water treatment agents, electronic chemicals, etc. The Central China region focuses on developing phosphorus-based new materials, fluorosilicon materials, electronic chemicals, high-end rubber and plastic additives, etc. The Northeast region focuses on developing non-grain bio-based food additives, feed additives and surfactants, oilfield chemicals, pesticides, coatings, separation media and catalysts, etc. The southwest region focuses on the development of fluorosilicon materials, phosphorus-based new materials, food additives, feed additives and adhesives, separation media, etc. The northwest region focuses on developing oilfield chemicals, fluorosilicon materials, high-end functional resins and synthetic rubbers, high-performance fibers and refining and chemical catalysts, etc.

 

(6) Implement actions to improve the development environment

 

Implement precise service guarantees. Strengthen safety and environmental protection supervision, hold enterprises accountable for their primary responsibilities, enhance the transparency of project information, improve the expert guidance and service mechanism, provide more assistance and guidance to high-risk process fine chemical enterprises and parks, propose targeted solutions, and at the same time offer diverse, flexible and precise services. Strengthen the guarantee for the innovative development of chemical enterprises, project implementation, financing guarantees, and stable employment. Give full play to the role of intermediary organizations such as associations as Bridges and links. Strengthen the promotion and implementation of policies, publicize the achievements of industry and enterprise development to the public, organize relevant experts, professional institutions, public welfare organizations and other third-party forces to provide consultation and guidance for public participation in decision-making, and enhance industry self-discipline. Implement responsible care. Encourage enterprises to establish and improve HSE, ESG and other management systems, organize and carry out column publicity, public open days and other activities, invite public representatives and others to conduct on-site visits to enterprises, better fulfill social responsibilities, and create a favorable public opinion environment. Actively respond to the impact of adjustments to chemical management policies and standards. Closely track and analyze the impact of adjustments in chemical management policies and standards, relevant international conventions, and management rules of some countries and regions on China's fine chemical industry. Participate in the formulation and revision of chemical management systems such as the "Globally Harmonized System of Classification and Labelling of Chemicals", formulate and implement relevant standards for green and sustainable chemistry, and guide enterprises to track, pay attention to and proactively adapt to changes in the external environment. Effectively deal with green trade barriers.

 

Iv. Safeguard Measures

 

(1) Strengthen organizational leadership. Strengthen interdepartmental coordination and provincial-ministerial collaboration, guide localities to introduce supporting policies based on their actual conditions and distinctive advantages, and incorporate the innovative development of the fine chemical industry into the key tasks of their departments and regions. Improve the mechanism for breakthroughs in key areas, encourage leading enterprises to bravely take on the relevant innovation and breakthrough tasks in this plan, increase innovation investment, and make up for the shortcomings in the industrial chain. Give full play to the role of relevant industry associations, academic societies, consulting institutions, etc., to provide major decision-making consultation and think tank support for industrial development, improve the supply and demand matching platform for key industrial chains, and strengthen guidance and services for enterprises.

 

(2) Increase policy support. Strengthen the coordination between fiscal, financial, regional, investment, import and export, energy, ecological environment, price and other policies and industrial policies. Make use of existing policy channels to systematically support basic research, technological innovation, equipment renewal and technological transformation in the fine chemical industry. Carry out the special work of "integration of science and technology, industry and finance", relying on the evaluation of hard technology attributes and the listing cultivation mechanism as well as local policy support, guide social capital to support early-stage technological innovation in the fine chemical industry. Encourage the transformation and upgrading of the national manufacturing industry, industrial investment funds such as the National Small and Medium-sized Enterprise Development Fund, and social capital such as financial institutions to support the development of fine chemical enterprises. Give full play to the role of the national industry-finance cooperation platform to address the financing needs of enterprises for developing high-end products and implementing technological renovations of old facilities. Strengthen the protection of intellectual property rights in the field of fine chemicals and create a fair competitive environment.
