The second phase project of Shaanxi Coal Industry Group Yulin Chemical has started construction
Sinochem News: "Now I declare that the second phase of the 15 million tons/year coal quality clean and efficient conversion demonstration project of Shaanxi Coal Industry Group Yulin Chemical has officially started construction!" On September 26th, with the instruction given by Zhao Gang, the deputy secretary of the Shaanxi Provincial Committee of the Communist Party of China and the governor of Shaanxi Province, the site of the second phase project of Shaanxi Coal Industry Group Yulin Chemical Co., Ltd. located in Yushen Industrial Zone was filled with the sounds of machinery and thunderous applause. This coal chemical project, which has drawn high attention from the industry and is the largest single investment project in the world, has kicked off full-scale construction.
This project takes the technology of coal quality separation and utilization as its core. Through two paths of coal-to-olefins and coal-to-aromatics, it deeply integrates modern coal chemical industry with various platform compounds of petrochemical industry, and can produce 45 kinds of products in four major categories, including high value-added materials, degradable materials, battery electrolyte solvents and special oil products. After the completion of the entire project, it is expected to generate an annual sales revenue of 134 billion yuan, an annual profit of over 30 billion yuan, and provide more than 7,000 jobs.
Among them, the total investment of the second phase project is 176 billion yuan. It is based on the already completed and operational first phase project, with coal pyrolysis, coal tar hydrogenation, and powder coke gasification technologies as the leading sectors. Through the systematic integration of coal pyrolysis, coal/semi-coke gasification, and downstream deep processing technologies, it further expands and extends the industrial chain, exploring a new path for the coupled development of coal-based olefins and coal-based aromatics. We produce a series of products including polyolefins, polyester, polycarbonate, polyether polyols, EVA, POE, SAP, DMC, DEC, EMC, EC, etc.
It is hoped that all relevant units will refine the time nodes, reverse schedule the construction period, and fight the battle with a clear plan, so as to create high-quality, safe and reassuring projects. All levels, relevant departments and parks should take the initiative to assume responsibilities and act proactively, providing full-cycle and all-round service guarantees for the project construction, and promoting the early completion, early commissioning and early effectiveness of the project.

From the perspective of implementing the decisions and plans of the Central Committee of the Communist Party of China, this is a project that practices the important requirements of the "three modernizations". From the perspective of developing new quality productive forces in the new era, it is a project that demonstrates innovation in the energy revolution. From the perspective of the overall high-quality development of Shaanxi, it is a project that promotes complementary advantages among regions.
Zhang Wenqi, the Party Secretary and Chairman of Shaanxi Coal Industry Group, said that the second phase of the Yulin Chemical Project shoulders the important responsibility of leading and driving the construction of the high-end energy and chemical industry base in northern Shaanxi, promoting the creation of the Yulin Energy Revolution Demonstration Zone, and achieving high-quality development of Shaanxi Coal Industry's modern coal chemical industry. Shaanxi Coal Industry Group will aim at the high-quality project construction goal of "return on investment, tax revenue for the government, income for employees, and sustainable development". In accordance with the principles of "leading technology, mature process, reasonable investment, diversified products, controllable cost, visible benefits, reliable operation, and risk-bearing", it will ensure the project is completed and put into operation before December 2027. Strive to build the largest domestic demonstration base for coal pyrolysis chemical industry.
