Sinochem News: On September 24th, the Petroleum and Chemical Industry Planning Institute held a seminar on the development ideas for the petrochemical and chemical industry during the 15th Five-Year Plan period in Beijing. The conference aims to fully promote the high-end, refined and green development of the petrochemical and chemical industry, facilitate the optimization and upgrading of the industrial system, enhance the level of industrial development, and provide reference for the compilation of the "15th Five-Year Plan" for the petrochemical and chemical industry.

 

Li Junfa, the director of the Petroleum and Chemical Industry Planning Institute, said that in the past two years, the institute has carried out a series of industry-specific studies, special governance work for industry upgrading and transformation, as well as research on the low-carbon development and green transformation of local chemical industrial parks and enterprises, with the main goal of promoting world-class petrochemical bases and building world-class petrochemical enterprises. Take promoting the high-end, intelligent, green and safe development of the industry as the key point; With the aim of enhancing the competitiveness of enterprises and achieving green, low-carbon, high-quality and safe development of enterprises. This seminar will, in light of the actual work of the Petroleum and Chemical Industry Planning Institute, focus on discussing the current and future development status of key industries and chemical industrial parks, providing references for the compilation of the "15th Five-Year Plan" for the petrochemical and chemical industry in the future.

 

Zhao Tongyang, deputy director of the Petrochemical Industry Division of the Petroleum and Chemical Industry Planning Institute, delivered a research report on the development space of olefins and aromatics and the path to resolving supply and demand contradictions. He pointed out that the olefins and aromatics industry still has development potential at present. At this stage, it not only faces the temporary contradiction of supply and demand mismatch and high raw material costs, There are still structural contradictions such as resource endowment limitations, insufficient supply of high-end products, and the transfer of downstream industries. At the production level, these contradictions need to be resolved through capacity rhythm control and industrial structure adjustment. At the same time, new markets should be explored in Southeast Asia, Africa, South America and other regions to achieve raw material import substitution and demand expansion.

 

Zhang Haitong, deputy director of the Petrochemical Department of the Petroleum and Chemical Industry Planning Institute, shared the high-quality development ideas for the oil refining industry. He said that currently, transportation fuel and chemical raw materials are the two most important areas of oil consumption, accounting for about 50% and 25% respectively. However, during the "15th Five-Year Plan" period, the consumption of refined oil products will reach its peak. The main driving force for the growth of oil consumption will come from the demand for bulk chemical products. In the future, the industry needs to enhance its capacity to ensure oil supply, improve the quality of development, profitability and competitiveness, and at the same time steadily promote energy conservation and carbon reduction.

 

Coal is an indispensable part of China's energy system, and coal chemical industry is also an important component of China's petrochemical industry. Zhu Binbin, director of the Energy and Chemical Industry Department of the Petroleum and Chemical Industry Planning Institute, said in his report titled "High-Quality Development Path of Modern Coal Chemical Industry" that in the future, coal will still be a safety net energy source, but its production, consumption and transportation will all undergo new changes. Against the backdrop of the "dual carbon" goals drawing nearer, for the coal chemical industry to achieve high-quality development, it is necessary to first optimize the industrial increment and control the pace of industrial development; Second, it is necessary to further optimize the industrial layout. Third, efforts should be made to enhance the research and application of innovative technologies. Fourth, it is necessary to promote the high-end and diversified development of products. Fifth, we should promote green, low-carbon and innovative development.

 

Xing Lei, deputy director of the Energy and Chemical Industry Department of the Petroleum and Chemical Industry Planning Institute, in his "Analysis of the Development Prospects of Hydrogen Energy and Green Liquid Fuels", believes that green and clean liquid fuels mainly composed of renewable methanol, renewable ammonia, and sustainable aviation fuels will become an important direction for cultivating new quality productivity in the energy sector. The industry needs to quickly break through key technologies in each link Achieve the long-term stable operation of several industrialization demonstration projects, initially establish an integrated supply chain system covering production, warehousing and transportation, and refueling upstream and downstream, as well as product recognition and transaction norms and standards that are in line with the stage of China's economic and social development, and accumulate experience for further expanding the scale of application scenarios.

 

The China Hydrogen Energy Alliance Research Institute released the "Renewable Hydrogen 100 Chemical Industry Report - Prospects for Hydrogen Energy Supporting Decarbonization of Key Chemical Scenarios" jointly written by the China Hydrogen Energy Alliance Research Institute and the Petroleum and Chemical Industry Planning Institute at the meeting. It pointed out that promoting the coupled development of renewable hydrogen and the chemical industry has a positive effect and a broad market space. However, at present, the renewable hydrogen industry still faces problems such as uneven geographical distribution and excessively high production costs. In the future, to achieve the coupling of the chemical industry and renewable hydrogen, it is necessary to rationally select the development model based on local conditions and create an industrial transformation economy with regional characteristics. Second, it is necessary to carry out technological innovation in a scientific way, especially to strengthen the research and development of green chemical process technology. Third, establish a unified market support system, comprehensively analyze the production and consumption situations in various sub-sectors of the chemical industry, fully build an electricity, hydrogen and carbon quantity certification system, improve the standard and public service system construction, and establish phased and regional transformation plans.

 

Chemical new materials are a key industry proposed to be vigorously developed in the 14th Five-Year Plan. During the 15th Five-Year Plan period, they will face more development opportunities and challenges. Li Yan, director of the Materials and Chemical Industry Division of the Petroleum and Chemical Industry Planning Institute, said that according to statistics, the self-sufficiency rate of new chemical materials in China has reached 77% in 2023, but there are still shortages in some product categories in fields such as special engineering plastics and functional film materials. In the future, the chemical new materials industry should focus on the important strategic demands of the country and the market development entities, and guide the industry's development with scientific industrial policies. It is necessary not only to climb to the top of the technological pyramid, solve problems such as performance differences of products and insufficient self-sufficiency of high-end materials, but also to address the connection issues between the downstream of the industry and other industries, cultivate user stickiness, and achieve domestic substitution.

 

Wu Qian, deputy director of the Materials and Chemical Industry Division of the Petroleum and Chemical Industry Planning Institute, introduced another path for the future chemical industry to achieve green and high-quality development - biomanufacturing. He believes that biomanufacturing will bring revolutionary changes to the existing energy and chemical processes and achieve carbon reduction at the source of production through the biological substitution of chemical raw materials. In the future, the industry needs to enhance talent cultivation, and based on local conditions, do a good job in industrial cluster planning. Moreover, it should strengthen public science popularization and media dialogue that provide positive guidance.

 

Many key industries have proposed that in the coming years, they should "adapt measures to local conditions" and "build industrial clusters". In the "Guiding Opinions on Promoting High-Quality Development of the Petrochemical and Chemical Industry during the 14th Five-Year Plan Period" issued by six ministries and commissions including the Ministry of Industry and Information Technology, it is clearly stated that new hazardous chemicals projects must be located in low-risk or low-risk parks. Therefore, the optimization and upgrading of chemical industrial parks is also one of the key tasks during the "15th Five-Year Plan" period.

 

Jia Lin, deputy chief engineer (professional) of the Engineering Planning Department of the Petroleum and Chemical Industry Planning Institute, pointed out that there are problems in China's petrochemical parks, such as insufficient focus and coordinated development, an excessive number of small and medium-sized chemical parks, a high degree of homogeneous development, and the development of some parks being restricted by resources and the environment. The optimization of the park layout will become the main task in the next stage. She put forward four countermeasures for optimizing the layout of chemical industrial parks: First, coordinate the regional economy and vigorously promote the agglomeration and development of enterprises; Second, structurally optimize the number of parks to enhance the quality of development. Third, strengthen planning guidance to form differentiated and rational development; Fourth, optimize resource allocation and enhance the carrying capacity of high-quality parks.

 

Wang Zhijun, deputy director of the Chemical Industrial Park Division of the Petroleum and Chemical Industry Planning Institute, proposed another path for the optimization and upgrading of chemical industrial parks from the perspective of their infrastructure. He suggested that from the design perspective, it is necessary to improve and perfect the planning and design system for the development and construction of the park, and to establish a dynamic adjustment mechanism for the park's planning, while strengthening the guidance of top-level design on the renovation and upgrading of the park's infrastructure. In terms of the construction process, it is necessary not only to increase investment in the infrastructure of the park and build all kinds of infrastructure to high standards, but also to keep up with the trends of digitalization and low-carbonization, and accelerate the greening and digital intelligence of the park. In addition, it is necessary to innovate the development, construction and management models of infrastructure to comprehensively achieve the transformation and upgrading of infrastructure in chemical industrial parks.
