Sinochem News: How to promote coordinated development among regions under the new situation? At the symposium of the petrochemical industry associations of the "Four Provinces and One Autonomous Region" held in Hohhot, Inner Mongolia on September 1st, the Chemical Industry Development Strategic Alliance of Shandong, Shanxi, Henan, Hebei provinces and Inner Mongolia Autonomous Region was established. The representatives attending the meeting all expressed that the petrochemical industry of the "Four Provinces and One Autonomous Region" should work together to promote the coordinated and coupled development of the regional chemical industry. Accelerate the transformation and upgrading of the chemical industry towards high-end, green, intelligent and clustered directions, and actively cultivate and develop new quality productive forces.

This meeting is themed "Sharing Experience and Promoting Development Together". The relevant management institutions were elected. Ma Yuan, the president of Henan Petrochemical Industry Association, Zhang Lijun, the president of Hebei Petroleum and Chemical Industry Association, Gu Weirong, the director of New Materials Research Institute of Shandong Industrial Research Institute, Liu Hu, the president of Inner Mongolia Petroleum and Chemical Industry Association, and Feng Zhiwu, the president of Shanxi Chemical Industry Association, were elected as honorary chairmen. Su Dong, the executive vice president of the Henan Petrochemical Industry Association, serves as the executive chairman.
Regional coordinated development is a major national development strategy and a fundamental approach and important measure to achieve common development goals. Therefore, the direction of future industrial development is cooperation and mutual prosperity. Regarding the establishment of the Chemical Industry Development Strategic Alliance, Su Dong believes that deeply implementing the regional coordinated development strategy, optimizing the layout of major productive forces, and building a regional economic layout featuring complementary advantages and high-quality development are effective ways for the future industrial sector to curb overcapacity and adapt to excessive regional concentration in energy consumption, carbon reduction, environmental protection, and emergency response.
Su Dong said that the current external environment for economic operation is facing multiple challenges such as high uncertainty, profound adjustments in the balance of international power, the rise of unilateralism and trade protectionism, and the increase in geopolitical risks. Against this backdrop, the establishment of a strategic alliance for the development of the chemical industry among the "Four Provinces and One Region" is of great significance for mutual promotion and coordinated development among the regions.
In Su Dong's view, the "Four Provinces and One Autonomous Region" share common features: relatively abundant energy and raw materials, a well-developed trade and logistics industry, obvious advantages in agricultural economy, and strong basic industrial strength. In terms of the chemical industry, based on comparable sales revenue, in 2023, Shandong was 2.4 trillion yuan, Henan 1.1 trillion yuan, Hebei 800 billion yuan, Shanxi 500 billion yuan, with a total of 4.8 trillion yuan. Inner Mongolia was 350 billion yuan, accounting for a quarter of the national total of 16 trillion yuan. The industrial categories are complete, highly complementary and have the potential for coordinated development. However, there are also shortcomings and deficiencies such as industrial homogenization, short industrial chains, weak manufacturing capabilities for high-end chemicals, and low industrial integration.
In light of the actual situation of the chemical industry in the "Four Provinces and One Autonomous Region", the representatives attending the meeting unanimously expressed that multiple measures should be taken and policies should be tailored to the specific circumstances to jointly promote the coordinated development of the chemical industry in the "Four Provinces and One Autonomous Region".
The first is to promote coordinated regional development. The chemical industry associations of the "Four Provinces and One Autonomous Region" should give full play to the collaborative and promoting role of the industrial alliance, rely on their respective resource, industrial and geographical advantages, determine the industrial development positioning of each province and region, cultivate and develop new quality productive forces in a way that suits local conditions, and form a trend of complementary advantages and coupled industrial development.
Second, we should do a good job in top-level design and explore new working mechanisms. The chemical industry associations of the "Four Provinces and One Autonomous Region" should jointly promote the establishment of an information sharing mechanism for government policy requirements, industry technical demands, demands for technology transfer and investment consultation, and formulate a development path in line with the national strategy of "Beijing-Tianjin-Hebei". The industrial alliance should actively explore new models, methods and paths to promote the development of the petroleum and chemical industry in the "Four Provinces and One Autonomous Region".
The third is to promote the mutual integration of industries. There are significant differences among various provinces and regions in terms of industrial application scenarios, the industrial structure, current situation and market demand of import and export products. To achieve differentiated development, efforts should be focused on developing in the directions of fine chemicals, electronic chemicals, biomedical materials and functional new materials.
The fourth is to promote scientific and technological innovation. The domestic chemical industry is confronted with the predicament of technological upgrading and industrial transformation. The chemical associations of the "Four Provinces and One Region" should strive to build a technical service platform that promotes the development of enterprises and innovation for the industry. They should delve into leading enterprises, chain leaders, and specialized, refined, distinctive and innovative enterprises in the industry, actively promote technological innovation of enterprises, and coordinate and drive the coordinated development of upstream and downstream enterprises in the industrial chain.
The fifth is to promote new concepts of regional collaborative services. The industrial alliance should pool the strength of the associations in the "four provinces and one autonomous region", jointly explore the potential of resources, industries and geographical locations in the region, select projects such as technological innovation, characteristic industrial parks and pilot production platforms for the industry, and implement them within the alliance area. Coordinate the projects and production capacity of each province, control the balanced development of production capacity supply and demand, curb the imbalance between supply and demand, and maintain the sustainable development of the industry.
The establishment of the industrial alliance is bound to invigorate the development vitality of the northern economy. Su Dong said that the chemical industry associations of the "Four Provinces and One Autonomous Region" should give full play to the comparative advantages of each region, actively explore the implementation of the regional coordinated development strategy and the main functional zone strategy in the chemical industry, and quickly form a regional economic pattern of complementary advantages and coordinated development and an industrial system with northern vitality, driving the coordinated development of surrounding provinces.
It is learned that the second meeting of the "Four Provinces and One Autonomous Region" Chemical Industry Development Strategic Alliance will be held in Zhengzhou City, Henan Province on November 24th this year.
