Promote the integration of Hong Kong, industry and city to facilitate the coordinated development of the Beijing-Tianjin-Hebei region
On July 16th, it was learned from the relevant departments of the Sino-Singapore Tianjin Eco-City that while the Sino-Singapore Tianjin Eco-City is persistently developing related industries such as new energy, new materials, energy conservation and environmental protection, and intelligent manufacturing, it is also developing the cold chain logistics industry. The founding conference of the Tianjin Cold Chain Logistics Industry (Talent) and Industry-Education Integration Alliance (hereinafter referred to as the "Alliance") was held in the Sino-Singapore Tianjin Eco-City. More than 200 representatives from enterprises and experts and scholars in related industries such as cold chain logistics, China National Chemical Corporation, and energy conservation and environmental protection gathered together to exchange wisdom, share experiences, discuss cooperation, and explore the innovative development path of the cold chain logistics industry.

The Tianjin Cold Chain Logistics Industry (Talent) and Industry-Education Integration Alliance was established under the joint promotion of the Management Committee of Sino-Singapore Tianjin Eco-City and the Management Committee of Tianjin Dongjiang Comprehensive Bonded Zone. It aims to integrate resources, enhance exchanges, and improve the overall level of cold chain logistics development in Tianjin and the Beijing-Tianjin-Hebei region.
The Tianjin Cold Chain Logistics Industry (Talent) and Industry-Education Integration Alliance is composed of well-known enterprises, institutions, universities and research institutes in the cold chain logistics field mainly in the Beijing-Tianjin-Hebei region. Currently, it has 132 chair units and member units, covering the upstream, midstream and downstream industries of cold chain logistics, including cold chain warehousing and logistics, cold chain trade, refrigeration equipment production and research and development and other fields. Among them, 15 enterprises including Zhongnongpi (Tianjin) International Frozen Products Trading Market Co., LTD., Zhongchuang Smart Cold Chain Co., LTD., Youleng Zhilian Technology (Tianjin) Co., LTD., National Engineering Research Center for Agricultural Product Preservation Technology, and Key Laboratory of Low-Carbon Cold Chain for Agricultural Products of the Ministry of Agriculture and Rural Affairs are the chair units of the alliance. A total of 117 enterprises, including Tianjin Port Yuanhai Supply Chain Co., LTD., Huarui All-Day Logistics Co., LTD., and Tianjin Jin SAN International Logistics Co., LTD., are member units of the alliance.
The alliance conducts relevant work under the business guidance of units such as the Tianjin Municipal Development and Reform Commission, the Tianjin Municipal Education Commission, the Tianjin Municipal Science and Technology Bureau, the Tianjin Municipal Industry and Information Technology Bureau, and the Tianjin Municipal Bureau of Commerce. The alliance will aim to "promote the integrated development of ports, industries and cities and support the coordinated development of the Beijing-Tianjin-Hebei region", effectively build a platform for cooperation and exchange, strengthen cooperation and innovation in the field of cold chain logistics, promote the digital upgrade of cold chain logistics, optimize the layout of cold chain logistics facilities, develop new business forms and models, and cultivate and introduce high-end talents. Build a cold chain logistics industry cluster, construct an efficient, intelligent and sustainable cold chain logistics system, and promote the high-quality development of the cold chain logistics industry.
Driven by both national policy support and consumer demand, the cold chain logistics industry has entered a period of rapid development, and the demand for compound talents who understand logistics, technology and supply chain management is becoming increasingly urgent. Qin Yuming, secretary-general of the Cold Chain Logistics Professional Committee of the China Federation of Logistics and Purchasing, said that after the establishment of the alliance, it will focus on innovative exploration in talent cultivation, industry-education integration and other aspects, and play a leading and exemplary role in the field of vocational education.
After the establishment of the Tianjin Cold Chain Logistics Industry (Talent) and Industry-Education Integration Alliance, representatives of the participating enterprises and experts and scholars jointly discussed the new trends in the future development of the logistics industry. Li Yanlin, deputy director of the Modern Logistics Research Center of the Ministry of Transport Research Institute, delivered a speech titled "Effectively Reducing the Logistics Costs of the Whole Society to Promote High-Quality Development of Cold Chain Logistics". From both macro and micro perspectives, he analyzed the current logistics costs in China and proposed new ideas for effectively reducing logistics costs.
The Central Fishing Port of Sino-Singapore Tianjin Eco-City is the only port area in the Bohai Rim that simultaneously possesses the functions of a fishing port, a commercial port and an open port. It is also the largest cold chain industry warehousing cluster in the Beijing-Tianjin-Hebei region. In October 2022, it was approved as the first national backbone cold chain logistics base in Tianjin. At present, the base has over 60 cold chain enterprises, with 600,000 tons of cold storage facilities built. It has also established the first bonded warehouse for frozen products in Tianjin, initially forming a cold chain industrial ecosystem integrating functions such as frozen product trade, warehousing, inspection, processing, supply chain finance, e-commerce live streaming, and trading markets.
Huang Yonghao, director of the Development and Reform Bureau of Sino-Singapore Tianjin Eco-City, said that the Eco-city will fully leverage the advantages of Sino-Singapore cooperation and free trade linkage, strive for policy support in deep processing, international trade and other areas, promote integrated development with industries such as live-streaming e-commerce, cultivate new forms and models of cold chain logistics with higher added value, continuously extend the industrial chain, and empower the high-quality development of the region.
As a national backbone cold chain logistics base, the core area of Tianjin's port-type logistics hub, and a national import trade innovation demonstration zone, Tianjin Dongjiang Comprehensive Bonded Zone, relying on its functional advantages as a port, free trade zone, and comprehensive bonded zone, is accelerating the construction of a cold chain industry ecosystem with the characteristics of port advantages, policy innovation, carrier expansion, technological empowerment, and supporting services. Up to now, Dongjiang has built 7 bonded and non-bonded full-temperature zone cold storage facilities, 89,000 square meters of constant temperature and humidity storage facilities, and a freezing storage capacity of approximately 270,000 tons. It is currently the area in Tianjin with the largest concentration of cold storage scale, a relatively high degree of automation and low carbonization.
Zhou Ji, deputy director of the New Economy Bureau of Tianjin Dongjiang Comprehensive Bonded Zone, said that by leveraging the alliance, the "circle of friends" for investment promotion can be continuously expanded, which is conducive to further enhancing the influence of Tianjin Dongjiang in the cold chain logistics industry of Beijing-Tianjin-Hebei region.
