From May 23rd to 25th, the 2025 Urban Renewal and Innovative Development Conference was held in Shaoxing, a historical city. Zhu Changxi, the president of the China Association of Survey, Design and Consulting, attended the conference and delivered a speech. The conference is guided by the China Association of Survey, Design and Consulting, and jointly hosted by the Architectural Design and Research Institute of Zhejiang University, the Center for Balanced Architecture Research of Zhejiang University, and the Urban Renewal Branch of the China Association of Survey, Design and Consulting. Nearly 300 experts, scholars and practitioners from home and abroad attended the conference.

Zhu Changxi pointed out in his speech that urban renewal is an inevitable law when a city develops to a certain stage and an inevitable choice for promoting high-quality urban development. In recent years, the Central Committee of the Communist Party of China, The State Council and the administrative departments of construction at all levels have put forward relevant requirements for the implementation of urban renewal actions. The implementation of urban renewal actions should follow the laws of urban development, respect the will of the people, take the path of intensive and green low-carbon development, transform the way of urban development and construction, adhere to the principle of "retention, renovation and demolition" in parallel, pay attention to the improvement of urban functions and enhance urban vitality. He emphasized that the first step is to make efforts in profound understanding. In May 2025, the General Office of the Central Committee of the Communist Party of China and The General Office of the State Council issued the "Opinions on Continuously Promoting the Urban Renewal Action", putting forward the overall requirements, main tasks, and guiding opinions on strengthening support and guarantee, as well as enhancing organization and implementation for continuously promoting the urban renewal action, providing a fundamental guideline for us to implement the urban renewal action. We should deeply understand the rich connotations and significant meaning of implementing the urban renewal action, transform the spirit of the "Opinions" into the driving force for promoting the high-quality development of urban renewal, actively engage in the historical torrent of implementing the urban renewal action, fully demonstrate the leading role of survey and design, and make due positive contributions to building livable, resilient and smart cities. Second, efforts should be made in innovative development. Urban planning, construction and management is the main battlefield for the survey and design industry to fulfill its mission and provide technical services. Under the new situation where the pressure on industry reform and development is constantly increasing, urban renewal is a major opportunity for the survey and design industry to "seize opportunities and overcome challenges". Urban renewal is not only about improving and transforming the spatial form of a city, but also a systematic project aimed at urban economic transformation, cultural inheritance and social governance. As the forerunner and soul of engineering construction, the survey and design industry should fully recognize the systematicness, integrity and coordination of urban renewal work, adhere to the innovative development thinking, boldly explore, and continuously promote technological progress and high-quality development of urban renewal by promoting concept innovation and technological innovation, exploring new models, focusing on cultivating talents, and constantly advancing the technological progress and high-quality development of urban renewal. Third, efforts should be made in exchanges and mutual learning. Industry associations have the resource advantage of gathering industry talents and the favorable conditions of building platforms for exchanges and mutual learning. They should make efforts to promote exchanges and mutual learning, strengthen the exploration and collection of typical cases, carry out more extensive exchanges, capacity improvement training activities, international cooperation, etc., and demonstrate new achievements in promoting the high-quality development of urban renewal.

This conference, with the theme of "Symbiosis and Balance", explores innovative paths for future urban development and conducts in-depth exchanges on topics such as top-level design, technical practices, and operation models for urban renewal. The conference is divided into a main forum on "Top-level Design of Urban Renewal and Future Urban Development" and a theme salon on "Innovative Planning, Design and Operation of Urban Renewal", as well as two parallel sub-forums on "Protection and Regeneration of Historical Built Environment" and "Spatial Beauty and Environmental Design of Urban Renewal". Academician Wu Zhiqiang of the Chinese Academy of Engineering and Chief scientist of the Intelligent Planning Collaborative Innovation Center of the Yangtze River Delta Urban Agglomeration, Gao Weijun, a foreign academician of the Japan Academy of Engineering and a specially-appointed professor at Qingdao Technological University, GUI Xuewen, a national master of engineering investigation and design and the chief architect of Central South Architectural Design & Research Institute Co., LTD., Shen Lei, the chief engineer of the Chinese Society for Urban Studies and the executive vice president of the China Eco-City Research Institute, National Master of Engineering investigation and Design, Professor Zhang Jie from the School of Architecture of Tsinghua University, and other domestic and foreign guests brought rich theoretical research and practical sharing, contributing "Chinese wisdom" and "international experience" to urban renewal.
